4 President of Russia Vladimir Putin: President since May 7, 2012 The former Prime Minister He is elected by the people. He is the Head of State He selects the prime minister. He can disband or separate the legislature or the Federal Assembly.

5 Prime Minister of Russia Dmitry Anatolyevich Medvedev is the tenth and current Prime Minister of Russia. He previously served as the third President of Russia, from 2008 to 2012.

6 Role of the Prime Minister The president and prime minister split the day-to-day running of the government. The prime minister is chosen by the president and approved by the State Duma.

7 Federal Council Two representatives for each state. The states appoint their council members. They are not elected directly by the people. The council represents the government of the states. Duties: Approve the president’s choices of people to fill different government jobs.

8 State Duma Larger than the Federal Council 450 members = elected by the people Duties: controls the budget and makes the laws. They approve the president’s choice for prime minister.

9 Constitution and Citizens’ Rights The Constitution of Russia guarantees human and civil rights for all citizens. All people in Russia are equal in the eyes of the law. Russians have the right to life and dignity, freedom of speech, and the right to privacy.
