Federal Acquisition Service 5 Scope Scope is World-Wide Our intention is to accommodate CONUS and OCONUS task orders as required by customer agencies. Pricing for proposal purposes necessarily will be normalized for an “apples to apples” comparison.

Federal Acquisition Service 6 Mandatory Labor & Equipment All Labor Categories are mandatory to price. Equipment specified in RFP is associated with the four Sample Task Orders for proposal purposes. Additional equipment may be added after initial award via contract modification process. Thank you for comments concerning “name brand” concerns – we will address in final RFP.

Federal Acquisition Service 7 Operations Support System (OSS) At the task order level, customers may require an OSS. At the contract level, a basic web page with contract pricing info and email capability will be a requirement. Clarification to come in final RFP.

Federal Acquisition Service 8 Supply Chain Risk Management (SCRM) Industry Questions Standards do not yet exist. SCRM requirement should be optional. There may be less expensive alternatives to a formal SCRM implementation. Contractors should propose plans consistent with C.3.3 with the intent of guarding against counterfeit and illegally modified products.

Federal Acquisition Service 9 Period of Performance Ten Year Period of Performance 4 Year Base Period 6 One Year Options Task Orders can exceed expiration of base contract by up to 60 months, if: TO is awarded before the end of base contract; TO based on prices in effect of last year of base contract.

Federal Acquisition Service 12 Small Business Strategy We plan to change evaluation process to include subcontractor past performance and related experience. Considering revising NAICS from 517919 to 517110. We will be revisiting and verifying subcontracting plan goals consistent with GSA agreements with the SBA.

Federal Acquisition Service 13 Price Evaluation Process Developing comprehensive IGCE for all labor categories and mandatory equipment. Price evaluation will be based on “fair and reasonable” test. See FAR 15.4. Fair and reasonable to include reasonable range to IGCE midpoint. Price will be significantly less important than other factors combined.

Federal Acquisition Service 14 Un-Priced Items - FAR 16.505.(b)(3) Contractors may propose labor categories and equipment for individual task orders that are not included in the contract. The Ordering Contracting Officer will determine price reasonableness for such items at the task order level in accordance with FAR 15.4.

Federal Acquisition Service 15 Organizational Conflict of Interest (OCI) Transport is out of scope to avoid confusion and duplication with Networx and other GSA contracts focused on transport. Networx prime and subcontractors may propose to Connections II. Contractors must report conflicts per H.6 and H.8., e.g., support to a Networx Fair Opportunity.

Federal Acquisition Service 16 Wage Determinations Contract includes appropriate Davis Bacon and Service Contract Act clauses to accommodate Department of Labor covered labor categories, e.g., construction services to implement a larger telecommunications solution. Wage Determinations, when necessary, will be at the task order level.
