IAIA’07, Seoul, Korea Public Participation-CS20.2 2 Background (1) Japan: Requirement of Master Plan development for urban design No Legislation of A Full-dressed SEA (Master Plan development is not subject to SEA) Current Master Plan development does not fully involve the public
3
IAIA’07, Seoul, Korea Public Participation-CS20.2 3 Background (2) England: Long history of Town and Country Planning system SEA Regulation legislation in 2004 Planning and Compulsory Purchase Act 2004 –Applying Development Plan to Regional Plan –Ensuring more rigorous the public involvement, i.e.; Proactive public involvement from early stage
4
IAIA’07, Seoul, Korea Public Participation-CS20.2 4 Planning and Compulsory Purchase Act 2004 (PCPA2004) It received Royal Assent on 13th May 2004. The provisions introduce powers which allow for –the reform of the plans system –speeding up of the plans system and –an increase in the predictability of planning decisions. Public Involvement: –More rigorous public involvement from early stage (Front Loading)
5
IAIA’07, Seoul, Korea Public Participation-CS20.2 5 Research Interests What does Public involvement procedure, which is combined with SEA, look like? How is the adequate public involvement ensured for the process of RSS development? What is an effective way of the public involvement in developing “region-wide” plans/strategies? (The approach must be different from the approach for the local-wide plans)

IAIA’07, Seoul, Korea Public Participation-CS20.2 6 Planning System of England Development Plan Development Plan Documents (DPD) (Basis for Planning Permission) Regional Spatial Strategy (RSS) (Basis for DPD) Planning Permission (Permission for the application of a project depends on the DPD) Two Layer Structure Upper EIA SEA Development Control Lower

IAIA’07, Seoul, Korea Public Participation-CS20.2 8 What is RSS? The RSS should provide a broad development strategy for the region for a 15-20 year period. The following matters should be taken into account: –identification of the scale and distribution of provision for new housing, –priorities for the environment, such as countryside and biodiversity protection; and –transport, infrastructure, economic development, agriculture, minerals extraction and waste treatment and disposal. RSS must not identify specific sites as suitable for development.
9
IAIA’07, Seoul, Korea Public Participation-CS20.2 9 RSS Planning Process Identify the issues for a revision/prepare project plan Develop options & policies, assess effects and develop draft revision Publish draft RSS & formal consultation Examination-in-public (EiP) Panel report Consultation on Proposed change Publication of Panel report Issue of final RSS Implementation, monitoring & review Stage A: Setting the context, establish- ing baseline and deciding on scope Stage B: developing & refining options and assessing effects Stage C: Preparing the SEA/SA report Stage D: Consulting on the draft RSS and SEA/SA report Stage E: Monitoring the significant effects of implementing the RSS RSS Planning process SEA/SA process
10
IAIA’07, Seoul, Korea Public Participation-CS20.2 10 Preparation of Statement of Public Participation (SPP) RPB is required to prepare, publish and keep under review a statement of public participation. (Section 6 of the PCPA2004) SPP should explain how and when the RPB intends to involve the public and should also identify who the RPB’s main partners will be and how it intends to work with them in undertaking RSS revision. This will include revising the statement where circumstances have changed and the original proposals are no longer appropriate.

IAIA’07, Seoul, Korea Public Participation-CS20.2 20 Key Findings Assembly members and advisory groups proactive involvement from early stage Multiple ways of approaching to stakeholders Multiple Opportunities of Consultation Opinion-polls to collect objective data for the whole region Careful Preparation of SPP to identify the target stakeholders & how to reach them Decision made after debate at Executive Committees or Plenary Meetings
21
IAIA’07, Seoul, Korea Public Participation-CS20.2 21 Conclusion and Next Step The public involvement process in SEA was completely integrated into Plan–making process. Regarding ensuring adequate involvement of the public, items described in “key findings” such as SPP preparation, seem to be effective. As for the way of dealing with “region-wide” issues, applying opinion polls in addition to area specific consultation looks effective. Will evaluate the acceptance of the stakeholders and the public for the way of being involved into plan making process as the next step.
