DG Research and Innovation Funds excellent research and innovation through Framework Programmes taking a strategic programming approach; Prepares and monitors the implementation of Framework Programmes, and ensures their coordination with other EU policies; Coordinates the R&I DGs family and interfaces with the Secretariat General, the relevant policy services, other institutions and high-level stakeholders. Designs European R&I policies and promotes ERA with member states

Strategic Programming: Preparation of Horizon 2020 Work Programmes Objectives: Sequence the specific objectives of the various Horizon 2020 parts, as defined in the legislation, into two-year work programmes; Establish strategic orientations that are evidence- based and take account of foresight and stakeholder consultations; Improve relevance and impact by ensuring EU policy priorities are properly reflected; Provide for a coherent implementation of the multi- annual approach.

Strategic Programming Process and Timeline Over a period of about 18 months: Consultations and decision on strategic priorities (ca. 9 months) Development and adoption of Work programmes (ca. 6-9 months) Foresight and stakeholder consultation (Advisory Groups) Consultation Member States Determining strategic priorities Elaboration and adoption of work programme

Input from Horizon 2020 Advisory Groups and Other Stakeholder Consultations 19 Advisory Groups representing the broad constituency of stakeholders ranging from industry and research to representatives of civil society. Input through consultation of other stakeholders using a variety of instruments like open public consultation, targeted consultation, workshops, consultation of established advisory bodies like European Innovation Partnerships, European Technology Platforms etc.

Discussion with Member States through Programme Committee Configurations The Programme Committee Strategic Configuration (strategic overview, coherence across different Horizon 2020 parts, cross-cutting issues, 'Widening' and 'Science with and for society') ---) overall strategic priorities 13 Thematic Configurations corresponding to the various Work Programme parts ---) thematic priorities

Work Programme Elaboration and Adoption Work Programme drafting Based on established strategic orientations (see 'General Introduction' and introductions to WP parts) Embedding cross-cutting priorities like Social Sciences and Humanities or International Cooperation Taking account of lessons learned from first H2020 calls Consultation and Opinion of Programme Committee Adoption by the Commission (WP 2017-2018 adoption scheduled for 13 October)

Call Management and Evaluation Calls managed by Commission services or Executive Agencies according to Work Programme Same rules and procedures Evaluation criteria: Excellence – Impact – Quality and efficiency of the implementation Evaluation by independent experts (new candidates sought, notably in the area of innovation) Proposal submission and evaluation policy determined by the Commission with DG RTD in the lead (no changes)

Horizon 2020: Policy Role of DG RTD DG RTD steers the strategic programming process ensuring the alignment of R&I policy and funding with other EU policy priorities DG RTD coordinates the Commission services participating in the strategic programming: DGs directly involved in Horizon 2020 – 'R&I DGs family' (DGs AGRI, CNECT, EAC, ENER, GROW, HOME, JRC, MOVE) Directorates General with an interest in R&I policy affecting their respective policy areas (e.g. DGs CLIMA, EMPL, ENV, FISMA, MARE, SANTE) DG RTD also coordinates contacts with JRC and EIT DG RTD provides policy support and scientific evidence for policy making through Horizon 2020 (e.g. Policy Support Facility)
