5. Step 1- create your nation- 3 minutes
Fill out the country name and the group members’ names on page 1 in your group folder. Do not take these pages out of the folder!

6. Step 2- find your location- 5 minutes
Find your country on the map of Pandoria. Color in your country on the map on page 2.
At the bottom, record what natural resources you have in your country.
Are you on the sea?
Are there forests, mountain ranges, or rivers?
How might these resources be an advantage?
How might they be a problem?

7. Step 3- create your government- 5 minutes
Choose your jobs in your new country.
Fill-in the Government Set-Up Page on page 3 in your group folder
Ambassador:
You will negotiate and work with other countries to keep the peace by making deals that have been discussed by your country with other countries.
Scribe:
You will put any proposals made to any other country in writing.
Director of Central Intelligence:
You will be the expert on information about other countries and the threats and advantages that other countries have on your country.
Minister of State:
You are the speaker for your group. You will deliver any messages or proposals from your country to the general body (entire class) of the states.
Minister of the Defense:
You will be the expert on your country’s defenses. You will advise your country in decisions regarding how war would be conducted or avoided.
Senator:
You will be the expert on the wants and needs of your country’s people.

8. Step 4- create your emblem and flag- 30 minutes
You need to promote nationalism in your country!
You need to create your national emblem on page 4 in your group folder. You have 15 minutes to decide on colors and create an emblem.
Once you decide on colors and an emblem, make a flag!

9. Step 5- Create your pledge of allegiance- 15 minutes
You say it before the announcements every morning!
Write it on page 7 in your group folder.
You have 15 minutes!

10. step 6- Confidential packets- 15 minutes
I will give each Minister of State a packet of confidential data.
Quietly review the information.
You need to analyze your nation’s position.
You have 15 minutes to read and discuss your position.

11. Step 7- state meetings- 15 minutes
Government officials need to meet and prepare a state paper, proposing a solution to the current world crisis (re: News Bulletin on page 7 in your group folder).
Use page 7 and your Confidential Information Sheet to devise a solution.
You have 15 minutes.
Your scribe needs to write your state’s proposal on page 8 (State Paper #1) in your group folder.

12. Step 8- peace proposals- 5 minutes/group
The Minister of State from each group will stand and read aloud their official position to the class.
Other government officials need to take detailed notes on what other nations plan to do.
Each group will have 5 minutes to present their peace proposal.

13. Step 9- state meetings- 15 minutes
Your country needs to meet to review suggestions.
What negotiations are you willing to make with other countries?
You have 15 minutes to prepare your second proposal on page 9 in your group folder.

14. Step 10- negotiations- 10 minutes
You have 10 minutes to send your ambassador to any nation to negotiate, compromise, etc.
Ambassadors need to fill out the final agreements form on page 11 in your group folder.

15. Step 11- official treaty or alliance- 15 minutes
Your country needs to fill out the Official Treaty or Alliance form on pages in your group folder. The alliance should reflect the negotiations on page 11.
