5. 5 How to organize this work: TC; –To review the draft and improve on it, –To see how to action the recommendations in the waivers and exemption studies, –To propose funding modalities for the exemptions and how to compensate the providers. Especially the FBO’s services.

7. 7 Exemption This deserve a special mention due to its social values. The policy of exemption in line with social protection principles and solidarity in Tanzania, Equity of provision, Equity Availability, Equity of Access and use of services is underlying principle in services provision.

8. 8 Cont… Health Care is a human right. It is a fair observation that regardless of social class or values, regardless of economic position of the individual, Much as the poor need access to care, so is the non poor at the time when sickness strikes.

9. 9 Cont…. It may be proposed that the exemptions be separated form health provision. Now that Social Welfare Department is in the MOHSW, it is a place where exemptions could be managed, Exemption are best bundled by the community committees themselves. They need to be supported to meet this objective.

10. 10 END It is expected that by July 2007 the guidelines and proposed actions would be implemented.
