CABDICO is the result of the ‘localization’ of Handicap International’s project in Cambodia (1999-2005). -The mission of CABDICO is to ensure the inclusion of persons with disabilities and their family members to enjoy their basic human rights to quality of life and barrier-free social development. -CABDICO is willing to share its main achieving objectives and likely impacts in economic, environmental and social field. What are, according to you, HI’s challenges in terms of impact assessment and evaluation? -CABDICO worked with people with disabilities who had focus on severe impairment and living in remote areas and very poor, so impact assessment is hardly noticed. -Included disability into development program and other development actors. E.g. Commune Investment Program/Plan (CIP) is taken more time as level of understanding disability issues and needs among local authorities and services provided are limited. -From 2006 to 2012, CABCIDO’s project focused on more the services provision (disability awareness raising, health related- rehabilitation, inclusive education, livelihood and empowerment), so impact assessment is affected in to individual/household.
