Project framework Nine countries covered: Afghanistan, China, India, Mongolia, Kazakhstan, Kyrgyzstan, Tajikistan, Ukraine, and Uzbekistan Implementing agencies: UNECE, in collaboration with UNESCAP and UNCTAD Budget: $629,900, financed from UNDA Implementation rate ( as of 31 Dec 2012 ): 92.4% All deliverables finalized by 31 Dec 2012

Three principal goals 1. Increase skills to develop and maintain an attractive investment climate to encourage foreign direct investment into fossil fuel-fired electricity sector. 2. Improve cooperation between energy policy makers in countries covered by the project and investors. 3. Increase skills to develop pre-feasibility studies on the power sector and related fossil fuel projects in each targeted country.

The overall goal and business case To mitigate climate change by attracting investment needed to increase conversion (“upstream”) efficiency of electrical power plants. The business case for the project: In the UNECE region, over 60% of electricity comes from fossil fuels. Conversion efficiency of current fleets <30%; best available technology: 45% Deploying best available technology would result in enormous emission savings
