4 USAR OVERVIEW   Urban Search & Rescue (or USAR, or SAR) involves location, extrication and initial medical stabilization of victims trapped in a structural collapse due to natural / man made disasters. It may also include collapsed mines, trenches, swift water rescue, wide area search and has a subset of Fatality Search and Recovery. 4

5 POLICY Disaster management is the government responsibility
Central Government through the National Coordinating Agency for support, facilitate, coordinate, provide assistance necessary resources area Public and private participation is now organized as an asset that can be used for distribution and assessment of humanitarian needs 5

To accomplish this mission: - Develop and deploy efficient and effective rescue - Technologies in a planned and measured response - Mirrors the National Search and Rescue Agency’s (BASARNAS) guidelines on Search and Rescue USAR TEAM REQUIREMENTS Members of USAR ability: - Professional - Highest level of skills and capabilities - Ethical - Compassionate manner 7

8 USAR TEAM CAPABILITY USAR will accomplish these tasking’s by being:
1. Multi-Disciplined 2. Rapidly Deployable 3. Field Operation Sustainable 4. Knowledgeable Incident Command Systems 5. Knowledgeable of Emergency Management 6. Knowledgeable of Disaster Field Operations 7. Knowledgeable of the Coordination process for emergency management  8. Knowledgeable in intelligence collection and analysis distribution 9. Knowledgeable in Logistic Distribution 8

9 COORDINATION USAR Teams bring together, in an integrated response highly trained personnel from the: Emergency service Engineers Medical Personnel Search dog teams Firefighter NGOs Specialised equipment Effective communications with all agencies Establish Command and Control Logistical support Request assistance if required CBRN/HAZMAT 9
