10 Key Highlights of Deliberation Four MLAs (Bharati Lavekar, Ramesh Latke, Sunil Raut, Selvan Tamil) have not bothered to raise a single question on crime issues. Only six questions were asked on rape and one question on conviction. Only two MLAs have asked more than 10 questions on crime. 10

11 Shortfall in Police Personnel 11% Overall From July’14 to July’15 aggregate addition in police personnel of only 90 when the gap is still for 4392 officers 25% gap in Investigating Officers (IO) Control room is short staffed by 51% 11

16 What needs to be done Circular on separation of Investigation from Law & Order should be implemented prudently and resources required for the same should be made available at the earnest. Fill up gaps in the sanctioned and available strengths of the police force at the level of the Investigating Officers and in the Police Control Room (100/103 helpline). Home department needs to improve coordination between Investigating officers and public prosecutors. Police should take steps to reach out to SEC D & E classes to address any apprehensions about police, law & order. Using regional language mediums, local cable channels can be helpful. Strengthen and where necessary create infrastructure for continuous training, forensic labs, crime mapping and crime forecasting. 16
