The LGA’s Offer The LGA has made a two year pay offer NJC workers on SCP18 and above are being offered 1% from 1 April 2016 and 1% on 1 April 2017 For everyone below SCP 18 the offer is more complex – see the leaflet available at this meeting.

The LGA’s Offer Cont’d The LGA also agreed to our claim for a joint review of term-time working But they were not prepared to meet our claim for the retention and protection of Green Book Part 2 terms and conditions

UNISON NJC Committee’s view Reject the offer - it’s far less than you need or deserve and less than the LGA can afford BUT… Only a programme of industrial action – all out strike, selective and action short of strike action might achieve an improved offer

UNISON says REJECT It’s unfair: 60% will only get 1% in 2016 and 1% in 2017 It’s a 2-year offer - RPI inflation is predicted to rise to as much as 3% in 2017

UNISON says REJECT Higher increases for SCP 6 – 8 ensure employers comply with the statutory “National Living Wage” of £7.20 per hour in April. So employers have to pay this anyway! And higher rises for SCP 6 – 17 are only to keep pace with the predicted rate for the “National Living Wage” in 2020 of approx. £9.35 per hour

UNISON says REJECT Almost ⅔ of councils pay the REAL Living Wage of £8.25 per hour (or £9.40 in London) anyway! So they’re saving themselves money by not paying you more LGPS members will have to pay extra national insurance (NI) contributions from 1 April

UNISON says REJECT More than half of the cost of our original claim would be met from resulting higher tax and NI income and reduced benefit costs for central government Many employers are cutting terms and conditions and allowances that our vital for our members. They must not be cut any further. But the LGA have refused to protect them

What next? All UNISON branches are consulting members on the offer using either the standard ballot form or electronic voting GMB and Unite are consulting their members too UNISON NJC Committee meets on 23 February to consider responses As many members as possible MUST take part so that we have an accurate picture of members’ views.
