What it Should be: Service Recipient: “You are NOT listening! You are ASSUMING my NEED.” Civil Servant : “What is your ACTUAL need? Can we sit and talk?” Politician: “I am happy to LISTEN to the civil servant and pay attention to what matters to you and not what I THINK matters to you.”
