Pre-Requisition Forms UNIAP ACTIVITY SUMMARY AND BUDGET BREAKDOWN Activity title National Training on Human Trafficking for the Govnerment Officials Country Cambodia Activity charge code 1.1 (if COMMIT SPA II) SPA II Activity number 1.4 Activity target 1.2 Training courses at country level Date/s of activity implementation 25-28 March-2008 Objective This training course is aimed at providing the government officials at the provincial levels with knowledge of human trafficking (4P: Prevention, Protection, Prosecution and Policy) so that they are able to better respond to the issue. Activity description This 4 day training course will ultimately assist the government officials in responding to human trafficking issue. The participants will includes officials from different ministries and district governmors and school principles in Siem Reap province. The first day of the training will focus on definition of human trafficking, basic concepts of the 4 Ps, overview of COMMIT and SPA and the victim-centered approach. Government and non-government participants Government: 40 government officials will take part in this training.10 trainers and 1 key facilitator will be involved in the training Inter-agency technical or financial support (if any) N/A Expected outcomes The participants will gain knowledge on human trafficking on the 4Ps based on the pre and post test evaluation. The summary report, including recommendations for future training courses, in Khmer and English will also be produced. 3

SPA II Activity Summary Sheet 5 Activity Description OutputPartner Training A joint activity between IOM, ILO, SCUK, UNICEF, Oxfam Quebec and UNIAP to develop the national training manual on HT in Vietnam. Two trainings were conducted with the new training manual for 70 government officers. Participant knowledge and understanding of HT was enhanced: better understanding on the functions and duties of Ministries, agencies, and relevant organizations working on anti-HT and providing support to victims. During the trainings, participants also provided valuable input and recommendations for the improvement of the materials. Y IOM, ILO, SCUK, UNICEF, OXQ 11,076.00 Training A comprehensive five-day training program on HT was conducted to capacity building for UN agencies, NGOs, embassy and diplomatic agencies working in human trafficking. Participants were equipped with basic knowledge and understanding about human trafficking. This activity also enhanced the cooperation and collaboration as well as sharing experiences and lessons learnt among international communities. Y ILO & IOM T, OXQ & AAV F 5,187.88 Training was adopted and signed by 4 Ministries in Vietnam including MPS, MOLISA, MOFA and MOD since early 2nd quarter of 2008. UNIAP in collaboration with IOM supported the Immigration Dept, MPS to complete the The national guidelines on VoT ID, reception and family tracing. Two trainings were held to introduce the guidelines to relevant government officers of VN (North and South of VN) The new legal document was introduced formally to relevant government officers. A standard checklist by IOM was also introduced for reference. YIOM 10,731.00

The total number of activities delivered by the COMMIT task forces has increased from 72 in 2008 to 148 in 2010. The greatest increase in activity has been in PPC4-the strengthening of legal frameworks, law enforcement and justice. There has been a significant decrease in training and capacity building activities PPC1. Overall, the total number of training activities has decreased from a peak of 32 in 2009 to 21 in 2010. While the total number of activities has increased by more than 100% the amount of total expenditure has only risen by 50%. This clearly demonstrates that the COMMIT taskforces have significantly increased their productivity. Trends in COMMIT Activities in Phase III
