3 3 TR-45 LAES Scope and Purpose of J-STD-025-B  Scope (excerpt) …focus on a revision of the joint standard J-STD-025-A Lawfully Authorized Electronic Surveillance with the purpose of refining the current packet mode communications requirements for the interface to the Collection Function, represented as interface “e” in J-STD-025-A, a safe harbor specification. The packet mode communications surveillance definitions and requirements for stages 1, 2 and 3 are within the scope of the project…  Purpose Produce a revision of J-STD-025-A containing the requirements for support of packet mode communications surveillance.

4 4 J-STD-025-B  Transport systems approach J-STD-025-B follows a “transport-based” approach rather than a “services” approach, as proposed by Law Enforcement. Services evolve at a high rate, may be configured differently by different service providers, and may have different nomenclature used to refer to services, making it difficult to specify a long-term approach. In addition, the TR-45 LAES group does not attempt to dictate which services and/or platforms CALEA applies to, but provides the specifications necessary for a given technology to provide information to Law Enforcement in a standardized way for systems determined to be covered by CALEA.

6 6 J-STD-025-B Work Plan  Following the ballot and default ballot by both TIA and T1, one unresolved NO vote remained in the T1 ballots from Law Enforcement (FBI). Law Enforcement was notified of their right for appeal, but did not appeal.  J-STD-025-B was approved for publication as a TIA Standard/T1 (ATIS) Trial-Use standard in December 2003, pending editorial review. The document has been published.  TR-45 approved J-STD-025-B for a 60-day ANSI ballot. The close date for TIA is May 7, 2004. The close date for ATIS (T1) is April 14, 2004.
