8 Rules serve a function only when they address specific and clearly understood activities. Rules define exactly what employees must do; no more-no less. 9 A major task of the supervisor is to create policies, procedures, rules and post orders. 10 Finally, conduct a search for all departments and people the policy change will effect and inform those departments and people before implementation.
