3. 3 2011-13 State budget Special legislative session began April 26. ECEAP Contracts – after Governor signs the 2011-2013 budget. House and Senate budgets preserve ECEAP. May restore 202 slots. DEL will begin contacting contractors based on this possibility soon.

4. Slot Expansion Criteria 4 Decide based on accurate, objective data. Take a step closer to equity of access statewide, based on: Poverty in county and school district. Percentages of very poor families currently enrolled. Adjust new slots based on contractor: Ability to stay fully enrolled. Available facilities. Economically viable units of slots.

5. House Bill 1903 Background Checks 5 By July 1, 2012, for child care, DEL will issue portable background clearance cards or certificates. Re-check all child care staff between 7/1/12 and 7/1/13. All new staff will be fingerprinted. Good for three years. Individual fees, may be paid by agency. ECEAP contractors can accept these. By December 15, 2011, OSPI, DEL and ESDs will develop a proposal to coordinate background check activities.

6. EMS Replacement Part of ARRA-funded statewide longitudinal P-20 data system. Web-based, easy to navigate. Ready by June 30, 2012 DEL staff are developing a basic outline of needs for ECEAP. First ECEAP focus group meets June 1. Focus-group materials will be available for ECEAP Director review. RFP to develop and build the system will be released soon.

7. Outcomes Reports 7 Family Outcomes – optional, due June 30. e-DECA - Collected directly from Devereux Code non-ECEAP children as NE (Not ECEAP) in the External ID field If not coded properly, DEL will need you to compile your ECEAP results. Teaching Strategies GOLD – Collected directly Fall and Spring checkpoints will be used Code ECEAP children as ECEAP in the Funding Source field.
