3. StEP Overview Established 2004 – replaced MDP A number of significant changes including 3-year funding 2006-2007 is the end of the first triennial funding period As of this round all organisations will need to re-apply

Changes to StEP in 2007 To avoid confusion, Steam 1 and 2 have been given title descriptions:  State Organisations Support Funding (Stream 1)  Sport and Active Recreation Project Funding (Stream 2) Separate guidelines and application forms Although eligibility and assessment criteria has not changed, application questions have been amended to better reflect criteria

5. StEP is divided into streams State Organisation Support Funding (SOS) Sport and Active Recreation Project Funding (SARP) Funding is provided to peak state bodies to support the delivery of core programs and services as detailed in an organisations strategic plan

SARP - Overview Significant projects may be funded for up to 3 years  Increase community participation in sport and active recreation at all levels; and/or  Improve the quality of sport and active recreation programs and services that are available to South Australians; and/or  Support the development of talented/elite athletes Funds programs/projects that aim to Organisations can apply for more that one project per round. A separate application form must be used for each project. Additional copies of the application form can be downloaded from the ORS website

8. SARP – Who can apply? Be properly constituted and incorporated under the Associations Incorporation Act (1985) or have some other comparable legal status Have an operable and current Harassment Free and/or Member Protection policy/procedure; and Be ‘not for profit’ Be able to clearly demonstrate that the project will be delivered on a regional (covers multiple local council areas) or state-wide basis Have in place appropriate governance processes, policies and systems to meet industry, corporate and legislative responsibilities.

9. SARP – Can you apply for both SOS and SARP? Yes! Need to be able to clearly demonstrate that the project is outside of core business activity and therefore not funded through SOS i.e. demonstrate that the project will significantly assist the organisation to ‘grow’ or ’improve’ the organisations business. If in doubt contact an ORS Grants Consultant to discuss the project SARP – Who can’t apply? Organisations that have ORS grant acquittals and/or reports overdue

10. SARP – What type of projects can be funded? Examples:  Education, training and development programs for coaches, officials and administrators  Projects that improve the opportunities and accessibility of sport and active recreation programs and services for all South Australians  Projects that improve the delivery of sport and active recreation programs and services to country areas  The conduct of major events (e.g. National and International Championships)  The conduct of research or significant sport and active recreation planning initiatives  Projects that promote the development of talented/elite athletes  Management improvement related projects, including undertaking Governance Reviews  Programs that increase the number of volunteers involved in the delivery of sport active recreation

11. SARP – How will our application be assessed? Check of organisations eligibility; and That all required essential documentation has been provided. Acceptance of supporting documentation received after the closing date will be at the discretion of the ORS Applicants are required to provide all essential documentation to proceed to the next stage Stage 1: Initial Screening

SARP – Essential documentation Copy of organisation’s last financial year audited/certified financial statement Copy of a detailed project budget Copy of your organisation’s current Harassment Free / Member Protection Policy SARP – Desirable but not essential Letter of support for the project from project partners Copy of relevant research or statistics that demonstrate a need for your project Evidence to support responses to questions 11 - 18

13. SARP – How will our application be assessed? Stage 2: Assessment Process 1.Extent to which the project meets the objectives of the funding program: Champion the importance of active recreation and sport in social, health and economic well being; Foster a strong, vibrant and innovative industry; Increase the quality and level of participation; Achieve sporting excellence; and Provide sustainable facilities to meet community needs

Stage 2: Assessment Process 1.Extent to which the project meets the objectives of the funding program 2.The organisation’s capacity to deliver the intended project outcomes 3.The benefits of the project to the wider community 4.The extent to which the project is considered significant to the industry and the wider community

15. SARP – How will our application be assessed? Please note: Satisfying the above assessment criteria alone does not guarantee the receipt of funding. The proposed project will also be assessed against the relative merits of other projects in meeting the objectives of the funding program In addition, it is anticipated that the number of eligible applications and funds sought will exceed the funds available and therefore the ORS does not guarantee projects will be successful not that all successful applications will receive the full amounts of funding requested.

17. StEP – How do we apply? Carefully read the relative funding program guidelines to determine whether your organisation/project meets the eligibility criteria. If you are unsure, contact an ORS Grants Consultant If you are eligible, complete all relevant questions in the StEP SOS/SARP application form Send the completed application form with all required essential supporting documentation to the ORS by the closing date

18. StEP – Things to remember? Applications must be written or typed on the application form. An electronic type in version is available on the ORS website Ensure you answer all questions Where possible provide documentation to support your answers to questions Don’t write ‘War and Peace’ Faxed or E-mails applications WILL NOT be accepted Please do not bind the application or use display folders Only support 1 copy of the completed application All essential documentation must be provided

19. StEP – Things to remember? (cont.) Two authorised members of the organisation must sign the application form (1 person must be a Board/Management Committee member) Grant Team is there to assist – happy to give feedback on draft applications It is not possible to approve all requests for assistance, therefore grant funding should not be deemed automatic or anticipated All funding is subject to the appropriation of finds through the South Australian Government budget process

20. StEP – Dates to remember Opened: Saturday 27 th January 2007 Closes: 5:15pm Tuesday 13 th March 2007 Applications postmarked on or before the closing date will be accepted Outcomes advised: it is anticipated that all applicants will be notified in June 2007
