HIGHLIGHTS Commitment to international collaboration to ensure standards-based all-media, all- hazards public warning systems are implemented Public warning solutions should cover all levels of action, involve user community, support multi-language delivery, and aim for low-tech options & interoperability, based on open standards

HIGHLIGHTS (2) Regulators should be more involved in public warning & emergency telecoms Multi-channel message delivery is essential Effective management of telecoms during disasters is crucial Data messaging standards & supporting infra-structures need to be further developed

ACTION LIST (2006) Coordinate actions with and within ITU (inc PCP-TDR) to ensure standards based all-media, all-hazards public warning is part of essential infrastructure Publish the CAP standard as an ITU-T Recommendation Promote CAP in new communications, e.g. NGN Promote deployment of CAP

ACTION LIST (2006) 2 Facilitate globally harmonized deployment of Cell Broadcast Technology Cooperate with WHO – IHR Encourage “Best Practices” for CAP, especially for use in developing countries Invite ITU Member States to give high priority to public warning

CAP IMPLEMENTERS 2008 OASIS welcomes the 2008 event as a very useful follow-up to 2006 OASIS thanks WMO for arranging and hosting the 2008 event OASIS appreciates on-going cooperation with ITU OASIS looks forward to future collaboration to implement CAP on a global scale
