4 RULES OF THE KICKING GAME  Why is this so?  Planned loose ball.  Planned change of possession.  Great variety of special rules that deal with kicks – both scrimmage and free kicks.

5 SESSION GOAL  After this presentation officials will be able to demonstrate a consistent application of kicking rules.

6 RULE CHANGE Kick-Catching Interference Rule 6-5-6 Penalty K commits kick-catching interference (MechaniGram A). If R chooses an awarded fair catch, the 15-yard penalty may be enforced from the spot of the awarded fair catch (MechaniGram B).

7 RULE CHANGE Kick-Catching Interference Rule 6-5-6 Penalty K commits kick-catching interference (MechaniGram A). R may choose enforcement of the 15-yard penalty from the previous spot and a replay of the down (MechaniGram B).

8 RULE CHANGE Kick-Catching Interference Rule 6-5-6 Penalty K commits kick-catching interference (MechaniGram A). R may choose to decline the penalty and take the result of the play (MechaniGram B).

9 RULE CHANGE Kick-Catching Interference Rule 6-5-6 Penalty K commits kick-catching interference (MechaniGram A). If R accepts the foul for kick-catching interference, the 15-yard penalty may be enforced from the spot of the foul. R may then choose a free kick (MechaniGram B).

10 PENALTIES Free kick out of bounds 5-yard penalty and K re-kicks. Decline and take ball at the inbounds spot. Take first down 25 yards from previous spot.

11 PENALTIES Free kick out of bounds Signal – free kick out of bounds. Point to yard line if ball taken 25 yards from previous spot. BJ gives final signal if rekick.

12 PENALTIES Double foul during change of possession down when team last in possession did not foul before it gained possession. Team may decline its opponent's foul and retain possession. It also may accept its opponent's foul, which creates a double foul and replay of the down. (10-2-2)

13 PENALTIES Double foul during change of possession down when team last in possession did not foul before it gained possession. Team not last in possession then may accept or decline fouls. Same applies if all R fouls are PSK. (10-2- 3)

14 PENALTIES Fouls during or after scoring plays. Field goal. Live-ball. Kick is good. By A: Accept penalty with enforcement at previous spot; declining penalty scores FG By B: Accept penalty and replay or accept points and take penalty at succeeding spot (8-4-3) revised 2003

15 PENALTIES Fouls during or after scoring plays. Field goal. Live-ball. Kick is no good. By A: B may decline penalty and take possession or enforce penalty at previous spot. By B: Enforce penalty at PSK spot (if applies); otherwise, previous spot. (10-4-3)

16 PENALTIES Fouls during or after scoring plays. Effect on overtime. Fouls with option to subsequent kickoff, may not be carried over to or applied during overtime. Touchdown. Fouls with option to succeeding spot, may be applied in overtime. Extra points and field goals.

17 FIRST TOUCHING Free kick – K touches kick before it crosses R's free-kick line or is touched by R player. (6-1-6) Scrimmage kick – K touches kick beyond expanded neutral zone before touched by R. (6- 2-5)

18 FIRST TOUCHING R may take the ball at the spot of first touching, or any spot if there is more than one, or it may accept the result of the play.

19 FIRST TOUCHING Ignore touching if caused by R pushing or blocking K into the ball. R loses the right to take the ball at the spot of first touching if R touches the kick and later commits a foul or if the penalty is accepted for any live-ball foul.

20 POST-SCIMMAGE KICK FOULS  Before PSK was adopted, all fouls before the kick ended were enforced from the previous spot as a loose-ball play.  On a foul by R, the distance penalty often gave K a first down even after they had given up possession by kicking.  PSK allows R to retain possession of the ball when K has kicked the ball beyond the expanded neutral zone and all of the other provisions are met.

21 ENFORCEMENT SPOT  The basic spot is the spot where the kick ends when R commits a post-scrimmage kick foul. R fouls behind the post-scrimmage kick spot are spot fouls. (10-5-3).

22 DEFINITION (2-16-2h)  A post-scrimmage kick foul – A foul by R when the fouls occurs:  During scrimmage kicks plays, other than a try or successful field goal.  During scrimmage kick plays in which the ball crosses the expanded neutral zone.  Beyond the expanded neutral zone.  Before the kick ends.  K will not be next to put the ball in play.

23 MOMENTUM EXCEPTION  Today applies to any loose ball.  When adopted in 1982 applied only to a scrimmage kick or free kick or an intercepted pass.  Over the years, came to read as follows:

24 TOUCHBACK  A free kick or scrimmage kick is a touchback when it breaks the plane of R's goal line.  Unless R chooses spot of first touching.  If field goal, it must either touch a K player in the end zone or be unsuccessful.

25 KNEE ON GROUND NOT DEAD  Ball remains live if place-kick holder has knee(s) on the ground, catches or recovers the snap.  He may rise to advance, hand, kick or pass.  He may rise and immediately return to his knee, and still may rise to advance.  Ball dead, if holder muffs the snap or fumbles and recovers after his knees has been off the ground and then touches ground with other than hand or foot.

26 MOMENTUM EXCEPTION  8-5-2 EXCEPTION: When a defensive player intercepts an opponent's forward pass; intercepts or recovers an opponent's fumble or backward pass; or an R player catches or recovers a scrimmage kick or free kick between his 5-yard line and the goal line, and his original momentum carries him into the end zone where the ball is declared dead in his team's possession or goes out of bounds in the end zone, the ball belongs to the team in possession at the spot where the pass or fumble was intercepted or recovered or the kick was caught or recovered.

33 Roughing the snapper  A defensive player shall not charge directly into the snapper when the offensive team is in a scrimmage-kick formation. (9-4-6)  Applies even when numbering exception does not.
