3 England like ancient Israel is a constitutional monarchy. The passing of the throne of power is through the blood line of the family in power. In a republic like the American Union, the seat of office is elective.

4 “After this, David asked the L ORD, “Shall I go and take control of one of the towns of Judah?” “Yes,” the L ORD answered. “Which one?” David asked. “Hebron,” the Lord said. So David went to Hebron…then the men of Judah came to Hebron and anointed David as king of Judah.” 2 Samuel 2:2-4 (WEB) Note: Lord gave specific instructions for David to go to Hebron. At Hebron, David was made king of Judah. Therefore, the time and place was set in the election of a public representative. 5 Article 1 Section. 4 clause 1 The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.

7 Class Discussion How many burgesses from borough participated in the House of Commons. Who selected the representative to the House of Commons What was the statute 1413 designed to do? What was the statute 1413 trying to overcome? Why is local representation important?

8 What is a constitutional scheduled assembly ? Legal date for a congress to assemble for the work of public business.

9 THE BIBLICAL CONNECTION TO FUNDAMENTAL PRINCIPLES Leviticus 23:3 “‘Six days shall work be done, but on the seventh day is a Sabbath of solemn rest, a holy convocation; you shall do no kind of work. It is a Sabbath to Yahweh in all your dwellings.” Note: Convocation is an assembly convoked, and it was schedule once a week on the 7 th day. The Sabbath means 7 th day of the week. It’s a day free from personal labor, but it also required joining in a community assembly.

11 ANSWER: U.S. Constitution Article I Section 4 clause 2 “The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December [Modified by Amendment XX], unless they shall by Law appoint a different Day.”

14 BUILDING A BETTER CONSTITUTION You are a citizen of the Republic, and you are asked to write a constitution. You sit down with paper in hand. One of your concerns is making sure there is local representation and the legislature has a date to meet. How would you write a clause(s) in your constitution that addresses these issues.
