3 23 March 2012Adapted global assessments and light peer reviews Light peer reviews Based on the structure and procedures of the ESS peer reviews and are designed for candidate and advanced potential candidate countries; One of the objectives: to assess compliance of the reviewed NSI in particular with Principles 1-6 and 15 of the European Statistics Code of Practice.

4 23 March 2012Adapted global assessments and light peer reviews Adapted global assessment Based on traditional global reviews of statistical systems but specifically adapted to the potential candidate countries and ENP East countries aiming at aligning their statistical production with European standards.

[1] Kosovo under the United Nations Security Council Resolution 1244/1999

6 23 March 2012Adapted global assessments and light peer reviews Progress in conducting LPRs and AGAs Planned in 2012 LPRs in: Montenegro and The Occupied Territory of Palestine; AGAs in: Belarus, Georgia and Moldova.

7 23 March 2012Adapted global assessments and light peer reviews Main findings of LPRs and AGAs in 2011 Professional independence: Positive assessment in all countries; Requires improvement - more explicit description of the selection, appointment and dismissal of the head of statistical office. Mandate for Data Collection: Positive assessment of legal basis; Recommended to strengthen the role of the statistical offices in the development of existing and new administrative data sources and their influence on the content of such data sources. Adequacy of Resources: Almost in all assessed countries human and financial resources are insufficient to reach compliance with European requirements in due time.

8 23 March 2012Adapted global assessments and light peer reviews Main findings of LPRs and AGAs in 2011 Quality Commitment Assessed countries are committed to produce high quality statistical data; In most countries the establishment of a systematic quality management approach is still lacking. Statistical Confidentiality Positive assessment in all countries of the legal basis for ensuring statistical confidentiality. Impartiality and Objectivity Positive assessment with some recommendations.

9 23 March 2012Adapted global assessments and light peer reviews Main findings of LPRs and AGAs in 2011 Accessibility and Clarity All NSIs are making significant efforts for disseminating statistical information to a wider public; Recommended further development or reviewing of the dissemination policy and to improve the clarity and accessibility of the statistical information produced. Coordination of the Statistical System NSIs of some of the assessed countries are the coordinators of the statistical system, both legally and in practice; However some assessed countries have to make significant improvements in this aspect, including the change of legal basis. 11 23 March 2012Adapted global assessments and light peer reviews Future plans It is considered to be useful and successful process; Inquires for similar reviews/assessments from the ENP South countries. Eurostat plans: to finalise the AGAs/LPRs in the enlargement and ENP East countries in 2012; to expand the assessments to the ENP South countries and possibly to launch some kind of sector assessments.

12 23 March 2012Adapted global assessments and light peer reviews Future plans A seminar/workshop in 2013 (together with EFTA and the UNECE): to draw conclusions from all the assessments; to decide on how to use the results from these assessments.

13 23 March 2012Adapted global assessments and light peer reviews To be discussed at our MGSC meeting today  How the results of the LPRs and AGAs can be used to maximum effect?  How to monitor implementation of the recommendations from LPRs and AGAs?  Whether the repetition of the same exercise would be useful and with that periodicity?
