The Problem: A lack of institutional capacity to efficiently review, approve, and carry out terms incorporated in Federal Contracts (Majority of which are DHHS subcontracts) increasing the level of risk to the institution. The terms include: Federal Acquisition Regulations (FARs) Adhoc compliance monitoring Central and Department resource needs Lack of visibility of risk items

The Proposed Solution: 1: Define the scope of the problem: -Identify areas that are touched by compliance requirements -Locate potential monitoring checkpoints outside Sponsored Research 2: Identify and engage stakeholders: Must be a cross-sectional team to cover all areas 3: Determine staff requirements and system solutions needs for each area 4: Develop training and monitoring structure both central and departmental: -Determine training regimen -Propose automated system solutions where possible or tool sets
