Gap Analysis Major Objectives Focus for gap analysis of implementation of MRA in AMS = provide an analysis of the gaps in terms of: FS Regional Workshop 2012 13 Existing qualifications Hard infrastructure Soft infrastructure

Gap Analysis Major Objectives Focus for gap analysis of implementation of MRA in AMS = Produce an ASEAN QUALIFICATIONS EQUIVALENCE MATRIX (AQEM) Revised Inception Report: November, 2011 14

Findings and Outcomes 15 GA Regional Workshop 2012 The sectors of the Tourism Industry represented in the findings and outcomes are: Government, including representatives of Ministries responsible for:  Tourism - Education/Training - Labour/Manpower Education / Training Organizations Travel sector inclusive of Travel Agents, Airlines and Tour Operators Hospitality sector inclusive of Hotels, Restaurants, Clubs Industry Associations/Peak Bodies

Findings and Outcomes The majority of participants in AMS were not familiar with the MRA and subsequently the implementation of the MRA. The following AMS had a good understanding of the MRA: Cambodia Indonesia Philippines Singapore In other AMS on average the majority of participants were not aware of the MRA. 16 GA Regional Workshop 2012

Findings and Outcomes 17 GA Regional Workshop 2012

Executive Summary Of the ten AMS, in respect of their tourism sector, half have an NQF in place, very few are delivering competency based vocational education and training, most have major challenges attracting suitably experienced and qualified vocational trainers, and great facilities in a few are overshadowed by very poor facilities in others. There are many gaps to be addressed. Revised Inception Report: November, 2011 18

Findings – common themes Competency based training needs to be better understood, and more widely implemented The delivery of training in English for the tourism industry cannot be overdone Attracting suitably experienced tourism industry professionals into training roles is challenging GA Regional Workshop 2012 19

Findings – common themes Higher Education is attractive to students (and to their parents) but not so much to industry Capital cities (for the most part) provide training opportunities; regional areas are left behind Tourism industry growing faster than the flow of suitably trained new tourism professionals GA Regional Workshop 2012 20

Findings – common themes The are several Ministries with relevance in MRA implementation; whilst the names vary, their Minister’s portfolios include: Tourism Education / Training Labour / Manpower Immigration There is a need to coordinate the efforts of all relevant parties in supporting the MRA implementation, and tourism growth GA Regional Workshop 2012 21

To address gaps: English language capability enhancement is vital Baseline for talent development is Competency Based Training (CBT) – it needs to be better understood, and used Raise the profile and employment status of the tourism industry; a job becomes a profession and provides a great career path GA Regional Workshop, 2012 22

To address gaps: A single tourism NQF for tourism must be in place in all AMS CATC should be adopted as the baseline for national tourism curriculum in all AMS GA Regional Workshop 2012 23

To address gaps: Trainer and Assessor training in AMS is needed to maximise the use of Toolboxes The majority of AMS need a tourism training facilities development Masterplan The majority of AMS need a tourism training facilities maintenance Masterplan GA Regional Workshop 2012 24

To address gaps: Facilities Masterplans need adoption, then support; in most cases, such support will need to be found externally Resources need to be invested into tourism training facilities; properly managed, such investment can show high returns GA Regional Workshop 2012 25

To address gaps: A Regional Secretariat for Tourism Professionals could have a significant role to play in assisting AMS to address gaps...... What might that role be? Revised InceptionGA Regional Workshop 2012 Report: November, 2011 26

Interim Report – next steps Add to the report from Regional Workshop, ongoing research, continued feedback from AMS Produce an AQEM containing all input up to mid October 2012 Interim Report plus content as above = Draft Final Report (October) GA Regional Workshop 2012 27

Gap Analysis Process Summary 28 GA Regional Workshop 2012 Inception Report – March 2012 Research, and preparation for research in the AMS – June / July 2012 Workshops and Field Studies in the AMS – August / September 2012 Interim Report – September 2012 Draft Final Report – October 2012 Final Report – November 2012
