Structure of the Legislative Branch There are 2 houses in the Legislative branch. A House of Representatives ( representatives based upon population) and a Senate (2 representatives per state) U.S. territories (American Samoa, Guam, Puerto Rico, and the Virgin Islands) and the District of Columbia have more limited representation.

Qualifications and Terms of Office Only the House can create bills about taxes/spending government money Only the Senate can approve or reject treaties and presidential nominations for government offices. If the President vetoes a law, congress can override it.

Qualifications and Terms of Office Continued.. Each member of the House must: (1) be at least twenty-five years old; (2) have been a citizen of the United States for the past seven years; and (3) be (at the time of the election) an inhabitant of the state they represent. Each member of the Senate must: (1) be at least 30 years old, (2) must have been a citizen of the United States for at least the past nine years, and (3) must be (at the time of the election) an inhabitant of the state he or she seeks to represent.

Qualifications and Terms of Office Continued… Senators serve terms of six years each; the terms are staggered so that approximately one-third of the seats are up for election every two years. Representatives and Delegates serve for two- year terms, while the Resident Commissioner serves for four years.

Delegated Powers 1. Gives Congress power to raise and spend taxes. 2. Control over currency, to produce and issue. 3. To regulate trade between countries, states and Indian Tribes. 4. The power to establish Post Offices and Post Roads. 5. To raise and support an army. 6. To make all laws that are necessary and proper. 7. To provide and maintain a Navy.

Impeachment Process Impeachment is a two step process. The House must first pass papers that state the official is getting impeachment. The senate then brings the officer to court and tries them with the Chief Justice as the presiding judge and the Senate as the jury. For the process to succeed, a two-thirds vote is necessary to charge the official and impeach him/her.
