Develop Board Procedures and Policies Board required to complete preliminary Annual Report review within 120 days of receipt of the Annual report Board required to develop procedures for requesting additional information, and for conferring with jurisdictions on their Annual Report (PRC Section 41821) Estimated date for Annual Report Procedures Board Agenda Item is January 2001

Develop Board Procedures and Policies Board required to follow a specified schedule and to confer with jurisdictions regarding compliance orders (PRC Section 41825) Estimated date for 1999/2000 Biennial Review Procedures Agenda Item is January 2001 Estimated date for Compliance Order Policy Agenda Item is January 2001

Review Regulations Board needs to review existing regulations to determine whether they are consistent with changes in SB 2202 For example, ensure regulations are consistent with the 50% diversion requirement for each year after 2000

Review Regulations Report to the Board whether: regulations changes are needed simple changes to conform regulations to statute are needed, or new regulations packages are needed

Report to Legislature Board required to establish, at minimum, working group regarding the disposal reporting system (PRC Section 41821.5) Board required to submit report to legislature with changes and improvements by January 1, 2002

Report to Legislature Board may choose to report to Legislature on: Disposal Reporting System Disposal Reporting System as part of diversion rate measurement Not all diversion rate measurement issues are related to disposal reporting system

Diversion Rate Measurement System Developed in mid 1990’s using best information available at the time Issues identified in Board biennial review and compliance processes Diversion rate measurement issues are related to several topics

Diversion Rate Measurement System Disposal reporting system issues have been identified Board Hearing on the disposal reporting system in November, 1999 Other potential diversion rate measurement issues include: the adjustment method formula use of the adjustment method over time

Diversion Rate Measurement System Board now has more data available regarding issues with the measurement system All parties now have experience with the existing measurement system Many parties have developed solutions to issues that could be: used by others used to improve the system

Working Groups Board has convened several working groups related to diversion rate measurement in the past Limited number of working group members representing all parties Jurisdictions and consultants to jurisdictions Advisors Waste management industry Environmental groups Universities

Working Groups All other interested parties serve as reviewers Receive all information at the same time as working group members Provide comments to working group members for consideration during the working group meetings

Working Groups Working group develops recommendations for the Board Board Agenda item includes: working group recommendations staff analysis of the recommendations any additional staff recommendations
