Facts & Figures SP aims to commission housing support services to improve the lives of vulnerable people – older people, mental health /learning disability, homelessness Range of housing support from low level to intensive Partnership with HSC Board, Probation Board 106 service providers & 800 services Supports over 20,000 people per annum Annual spend circa £72,000,000

Steps to more effective delivery 1. Strategic needs assessment and planning where services should be targeted 2. Establish an effective commissioning structure 3. Develop a procurement/selection framework to pilot and evaluate competitive tendering 4. Strengthen contract administrative & management (including strengthening outcomes monitoring)

1. What has been done so far re strategic needs assessment? Commissioned SP needs analysis which will: Phase 1 - Develop an effective methodology for robust strategic assessment of future housing support need across NI Phase 2 - Consider 3 thematic client groups: older people, homelessness, mental health, learning disability. Different approach required for each thematic group. Phase 1 Report: October 2015 Phase 2: November 2015 onwards

2. What has been done so far re commissioning? Engaged with Commissioners for Health and Probation services Arranged a workshop involving regional and local commissioners to determine future structures and processes for commissioning of jointly commissioned services. Regional Commissioners will undertake preparatory work with local commissioning structures in advance of workshop Workshop: October 2015

3. What has been done so far re procurement? Currently developing an evaluation framework to assess appropriateness and effectiveness of introducing procurement for some SP services Pilot procurement of three SP services to be tested. Will enable us to determine suitability of procurement for some services in the future. Evaluation framework: September 2015

4.What has been done so far re contract management and administration? Commissioned a Process and Systems Review of SP which aims to bring about improvements in how we administer the programme in line with systems thinking. It will: Assess existing administrative and contracting processes (including accreditation and quality assurance processes) Identify areas for improvement Produce an action plan to implement Report: June 2015

Managing the transition… Maintain existing commitments in line with good governance Effectively implement and manage changes Manage relationships with internal and external stakeholders to bring them with us Plan within budget constraints, ensure resources Apply strategic intelligence to shape interim developments Change emphasis on performance monitoring to focus on benefits to customer (outcomes)
