Why? Vulnerabilities, Shocks / Stresses and impacts on development gains are intensifying/ increasing Service providers and communities are not aligned (risk, needs, capacities etc.) Many organizations lack access to communities, technical expertise necessary to build resilience Many programs are siloed, Good practices not adequately shared nor scaled. MANY PROGRAMMES ARE SILOeD: even integrated programming does not go far enough to bring together organizations working on similar issues or with similar communities. The RCRC movement must change the way it works to be more collaborative and more proactive There should be a common entry point for organizations to help support resilience communities and individuals. Communities and individuals with similar needs should be connected and learn from each other.

The goal is what we will focus on to achieve the vision. The objectives are how the 1BC will achieve its goal. Coalition Partners? Resilience Capital Expertise Sector
diverse across Resilience Capital Partners may focus on different resilience capitals such as natural, human, governance, social, and financial capital. diverse across Expertise Partners may bring different expertise and resources such as programmatic expertise, marketing savvy, tools, technology, human resources, networks, visibility or funding. diverse across Sector Partners may represent public, private, nonprofit, multi-lateral, or academic institutions. diverse across Geographic Focus Partners may work at or across global, regional, national, city or neighborhood levels.

Coalition Partnering Model
- Join global coalition of partners from organizational, academic and corporate networks - Build on and nurture existing initiatives that can contribute to 1BC goal - Develop easy-to-use toolkits and menu of options - Prioritize at-risk areas of country - Align resilience interventions with national platforms for DRR - Develop action plans - Assess local (e.g. city/district-wide) risks and prioritize community needs - Build local partnerships and nurture existing platforms - Develop actions plans and design local solutions - Engage in existing campaigns and create new advocacy campaigns GLOBAL NATIONAL LOCAL - Learn new safety and health preparedness skills - Create family disaster plan or business continuity plan - Help family, neighbours, and friends to prepare INDIVIDUAL

Proposal is that 1BC is overseen by a global steering committee made up of representatives from external partners organizations. (Note: Not all partners will be on global governance committee.) Representation Represented by VP or Undersecretary positions. In the future, may include some representation from national organizations. Meetings Meets every 6 or 12 months to review progress and provide expert advice on global trends in resilience and resilience programming Purpose Inform, set and review strategy; Defines yearly objectives and pilot geographies; Manages resource allocation and oversees financial sustainability of the 1BC Membership 5 to 7 organizations that meet set criteria
