15 FISCAL CONSTAINTS A VERY IMPORTANT PROBLEM IN THE MUNICIPAL FINANCIAL SPHERE IS THE INEQUITABLE IMPOSITION OF INCREASES ON MUNICS.  TREASURY LIMITS BUDGET INCREASE TO 5.5%…..but  PARASTATALS INCREASE 8 to 80%  INFLATION 10 to 13%  SALARIES 10 to 12%
