3. دراسة العديد من الخطط الإستراتيجية والبرامج البحثية في الجامعات العالمية ومقارنتها بما هو منفذ في الجامعة. استعراض مؤشرات الأداء ومعايير قياس البحث العلمي المستخدمة في الجامعات العالمية ومطابقتها بما هو متبع أو يمكن اتباعه في الجامعة. استعراض خطط العمل البحثية المنفذة في الجامعة حالياً في ضوء الخطة الإستراتيجية للجامعة. المرحلة الأولى يوليو – سبتمبر

4. اقتراح خطة إستراتيجية للبحث العلمي للجامعة والتي ستشمل خطة لزيادة دعم وإنتاج البحث العلمي برامج الدراسات العليا خطة لتطوير مشاركة الباحثين والطلاب البحثية التعرف على الإمكانات والقدرات البحثية اقتراح مؤشرات للقياس (KPIs) والتي ستستخدم لقياس الأداء البحثي للجامعة وفق المعايير الدولية (Benchmarks) المختارة المرحلة الثانية سبتمبر - أكتوبر

5. قياس أداء البحث العلمي بالجامعة باستخدام مؤشرات القياس المقترحة التأكد من التنفيذ وفق الخطة الإستراتيجية المرسومة تحليل البيانات وتحديد أوجه النقص. المرحلة الثالثة نوفمبر - فبراير

6. كتابة التقرير النهائي ورفعه إلى اللجنة العامة للمتابعة المرحلة الرابعة مارس - أبريل
