2-2 Irwin/McGraw-Hill ©The McGraw-Hill Companies, Inc., 2000 Establishment of EPUC Right from its establishment, 1942, the Ethiopian force felt an acute shortage of well trained and experienced personnel. To respond to this problem, in October 1946, ABADINA POLICE COLLEGE which is currently named as ETHIOPIAN POLICE UNIVERSITY COLLEGE was established. At the very beginning of its establishment, it was called as “Abadina Police officers training School” and later changed to College. In addition to the aforementioned requirements, the college was established along with two main objectives: To admit students directly from school and solve the problem of educated personnel in the police To select from among NCO, and offer a maximum of one year training, which is especial and non-regular, to promote The College’s first name, Abadina, was changed to “Ethiopian Police College” in 1975

Later in 1959 it has changed the existing structure and re- structured under the control of National Police Headquarter. In 1994, a new constitution was written and the Police was also restructured following the Federal structure of government. These in turn requested the large number of qualified police officers to manage police stations and organizations. The Ethiopian Police College was the only police Training institution to satisfy the interest of these regional states Thus it has increased its intake and subjects as well as its facilities and staffs.

From 1958 onward the teaching and administrative staff was handed over by Ethiopian officers who were 17 in number. Sendafa At the beginning in Sendafa, the college’s building can accommodate 50 students in one batch and three consecutive batches (150 students) were accommodated at the same time limited capacity for recreational and residence facilities. On 1986 the College expanded its infrastructural capacity with full facility

2-10 Irwin/McGraw-Hill ©The McGraw-Hill Companies, Inc., 2000 The history of curriculum Development and Admission Criteria The first curriculum of the college was developed by Swedish Officers. and served for more than 12 years To make the training and education program suit dynamic interest of society, the University College has revised the curriculum more than 12 times As a result: The types and intensity of courses The duration of program The admission criteria Graduation requirements and graduate profiles Mode of assessment and grading policy were changed Currently UC designed 3 Degree program, 2 Diploma and 2 short-Term Leadership Training Curriculums

2-11 Irwin/McGraw-Hill ©The McGraw-Hill Companies, Inc., 2000 Transformation to University College After 53 years, it was established as University College by Council of Ministers Regulation No. 132/2007 in 2007 It is structured under the supervision of Ethiopian Federal Police Commission The UC was acknowledged by the proclamation as an Autonomous Higher Educational Institutions It established Police Staff College, the Basic and Specialized Police Training Academy, the Police Medical professional Institute, the criminal Investigation and Forensic Institute and the Police Research Institute. The regulation stipulated that the Board of the University College has empowered to establish other Colleges, Institutes and Schools

Following the finding, new curricula were designed The new educational and training policy calls for more emphasize on Attitude and Skill. The policy also emphasize on practice oriented training

Specifically student centered learning approach are applied. 60% of the time is allotted for student’s interactive learning and skill development, while the rest 40% is left for the instructors to convey essential information. These methods help students to develop self directed and interdependent learning. The learning methodology is designed in a way it helps the students to acquire the three learning It consists of three sessions

The aim is to improve the knowledge The maximum class size in this session is 40. 2.Development Session: the aim is to enhance the understanding. the class is spited into groups which have a maximum of 10 Each group has a tutor

The aim is to give students chance to practice what they have understood in the developmental session. In this part real or hypothetical cases and simulations will be included. Students will learn by doing things. Students may leave the class and go to the field, police stations, laboratories, libraries, and office to demonstrate what they have understood and in former session and come back to the class with their activity report.

2-17 Irwin/McGraw-Hill ©The McGraw-Hill Companies, Inc., 2000 Assessment Strategy The university college follows both continuous and summative assessments Continuous assessment is carryout in all phases while the activity requires doing so: (70%) Summative evaluation is undertaken at the completion of the module to assess the overall effectiveness of the module (30%). To measure the student’s competence in all the three learning domains, (K A S) 65% is given for the knowledge and skill and 35% for attitude. Grading system follows the numbering format of 100%, if it become necessary for the interest of student, the grade can be changed in letter form (A – F) based on ECTS.

For a class of 40 students, at least one senior instructor who deliver keynote address, Minimum of four tutors at development session and Additional four during workshop session. This means that in one class, to be sufficient, it requires about nine instructors. Beside this, each team need a syndicate room to conduct discussion during development and workshop sessions. It requires numbers of simulation site, transportation of students from place to place, role play materials, laboratory equipments, computers, LCD projectors, etc.

2-22 Irwin/McGraw-Hill ©The McGraw-Hill Companies, Inc., 2000 BA Degree Program We had two degree programs that we have graduated 183 students in Policing and Law and Policing and Public Service Management Based on the finding of the reengineering, these two Degree were canceled and New Programs were designed: Crime Prevention and Police Management. The curriculums has been designed teaching modules has been prepared and are ready to be commenced in May 2004 The Degree Program is designed to spent 2 years because it is the advance standing of the diploma Program

2-23 Irwin/McGraw-Hill ©The McGraw-Hill Companies, Inc., 2000 Diploma Program Two types of ongoing diploma program: the regular Diploma Program and Post-Graduate Diploma Program Regular Diploma Program This is intended to admit students from police institutions who have served three years We have graduated 2461 students 36 th round in this program and 124 police officers as 37 th round for the first time after new policy curriculum.

Graduates are expected to be assigned as middle level manager of Police Institutions

It admit students who have already graduated on First degree in different The program is tailored to meet the demand of middle level managers Given that the entrants are new for the police profession, there will be recruit level training for duration of one term at the commencement of the program. The program shall envelop all major areas in police science The program is highly concerned about constitutional commitment, skill development and police personality building.

The UC has graduated 98 students as 1 st round in this program The 2 nd round of 106 students that will graduate in neat future and 3 rd round of 135 students totally 241 students are currently in University College

2-27 Irwin/McGraw-Hill ©The McGraw-Hill Companies, Inc., 2000 Community Policing Officers Training Program The University College Undertaken Community Policing Officers Training in six Regional Police Training Center. 1184 students from the country have conducted training for two years and graduated on “Diploma in Community Policing” and a rank of “Assistance Inspector. These officers have a mandate to enhance the participation of community in police work

2-28 Irwin/McGraw-Hill ©The McGraw-Hill Companies, Inc., 2000 Short –term Leadership Training Program The program is mainly focused on capacity building of Federal police commission To enhance the capacity of Middle Level Police Leaders to have contemporary knowledge, skill and attitude of leadership to lead police institution. It has trained more than 600 police leaders in this context. The University College currently is providing short term leadership training for Ethiopian Federal Police Riot control leaders.

The Police Medical Professionals Training Institute It has mandated in producing well trained, professionally qualified and ethically advanced medical professionals The Institute designed a curriculum for two program named Environmental health and Clinical Nursing At present, the institute has 70 students’ enrolled level- 4 Generic Clinical Nursing and Environmental – health. The institute has planned to admit students in Clinical Nursing Degree Program

The Criminal Investigation and Forensic Science Institute The rationale for the establishment of this Institute is to enhance the capacity of police institutions in conducting investigation and leading investigative activities. The institute has providing short term specialized investigation courses and has graduated more than 347 trainees indifferent training such as: Forensic investigation courses (three months course) Basic Crime Investigation Courses, which take 6 months period Major Crime Investigation (3 months course) Investigative management courses (2 months course) Planed to admit students in Criminal Investigation Degree Program to produce higher level investigation leaders next year

The Police Research Institute This institute was established with the intention of : Supporting the teaching –learning activities of EPUC thought: Undertaking research Performing organizational transformational operations Conducting workshops Undertaking standardization studies Providing consultancy services

These issues are contemporary challenges of the general community and the Policing specifically These issue includes: Child Protection, Prevention of HIV/AIDS, Protection of women, Environmental protection and constitutional Indoctrination. The mainstreamed issues in a module can be exercised by lecture, discussion questions, role-play, case studies, and different interactive and edutainment mechanisms.
