5 Legal Mandate Castaneda vs. Pickard court ruling requires educational programming for ELLs to be: 1)based on sound educational research; 2)implemented with adequate commitment and resources; and 3) evaluated and proven to be effective 5

7 Annual Measurable Achievement Objective (AMAO) AMAO 1 - Progress is defined as the percentage of students that showed an increase of 0.5 composite proficiency level criteria on the ACCESS test – target 60% AMAO 2 – Attainment of 4.5 on English language proficiency ACCESS test Part 1 – attained in four years or less – target 5% Part 2 – attained in five or more years – target 50%

8 “ Children come first, Los niños son primero” AMAO 3 relates to the district meeting its progress target for the ELL subgroup at the district level. District’s annual progress target is determined on how students perform on the math and language arts PARCC Exam. Due to PARCC Baseline year, AMAO 3 was not calculated. 8
