Motivation: Conventional TDM approach treats POEs as “simple” external stations Yet, POEs usually handle more travel than inland access facilities Historical cooperation MPO-IMIP on Regional Modeling El Paso-Juarez Border integration

Mode choice on POEs tends to be highly sensitive to inspection delay POE mode share Motivation: Conventional TDM approach treats POEs as “simple” external stations Yet, POEs usually handle more travel than inland access facilities Historical cooperation MPO-IMIP on Regional Modeling El Paso-Juarez Border integration

…these special conditions suggest more careful modeling of POEs Mode choice on POEs tends to be highly sensitive to inspection delay Motivation: Conventional TDM approach treats POEs as “simple” external stations Yet, POEs usually handle more travel than inland access facilities Historical cooperation MPO-IMIP on Regional Modeling El Paso-Juarez Border integration

Develop a TDM to characterize transborder commuter travel (extend boundaries, eliminate external stations at POEs) Test TDM on different scenarios Joint Research objectives Bi-national setting Sensitive to land-use & transportation infrastructure Sensitive to crossing delay Historical cooperation MPO-IMIP on Regional Modeling El Paso-Juarez Border integration
6
Historical cooperation MPO-IMIP on Regional Modeling IMIP applies initial transborder travel surveys (1996) ICRC/MPO/IMIP develop TTDM Transborder BRT evaluated with TTDM (2004) IMIP is updating Juarez demographics for the MPO IMIP is conducting new series of transborder travel surveys on MX side (spring 2007) MPO will conduct new series of transborder travel surveys on US side (fall 2007) In 2007 new POEs will be evaluated El Paso-Juarez Border integration

Conclusions The TTDM significantly improves POE forecast accuracy, with a multimodal dimension. The TTDM is sensitive to POE delay (mode choice and POE choice now…trip choice after 2007). POE intercept questionnaires are a cost-effective survey instrument for a TTDM. Current census data fields can be used to develop a TTDM (US Census and INEGI variables). El Paso-Juarez Border integration Bi-national cooperation is a must
