Goals for Linking Data Address important Policy Questions (ECDC): 1.Are children, birth to age 5, on track to succeed when they enter school and beyond? 2.Which children have access to high-quality early care and education programs? 3.Is the quality of programs improving? 4.What are the characteristics of effective programs? 5.How prepared is the early care and education workforce to provide effective education and care for all children? 6.What policies and investments lead to a skilled and stable early care and education workforce?

Goals for Linking Data Address important Policy Questions (KECCS): 1.How prepared are all of our children for kindergarten, as a whole and by subgroups? 2.What are the most critical health, safety, and community factors that contribute to children’s school readiness? 3.What is the impact of family education, involvement, engagement and support services on children’s school readiness? 4.What are the best practices for engaging families? 5.How prepared are the states’ schools for meeting the needs of entering kindergartners? 6.Who are children not being served and where are they? 7.What combination of early childhood experiences has the best return on investment? 8.What defines program effectiveness?

KS Early Childhood Data Connections K-12 Data Collection System (KIDS) Early Childhood programs require state student identifiers. – 4 year old at risk – since 2005-06 – EC Sped (Sec 619, Part B) – since 2005-06 – Outcomes: Part C (Infant/Toddler) – since 2006-07 – Parents as Teachers – since 2009-10 – Head Start, Community Preschool – 2009-10

KS Early Childhood Data Connections K-12 Data Collection System (KIDS) Starting this year all EC Program participants will be included in end-of- year data collection – days in membership – days in attendance – participation in other programs (i.e., SES, Migrant, Homeless)

KS Early Childhood Data Connections K-12 Data Collection System (Program Specific) We have begun development of data collection systems focused on collecting evaluation / qualitative data for specific EC Programs. – Four Year Old At-Risk – Parents as Teachers – Part C – Infants & Toddlers – Early Childhood Special Education (Sec., 619, Part B) – Community Partners: Head Start, Community preschools

KS Early Childhood Data Connections K-12 Data Collection System (Program Specific) Requires the KSDE EC Program state staff to define and establish evaluation instruments and to work with Program providers to submit the data. All data collected will include SSID and will be via web applications. We expect to begin collecting this qualitative data next year.

KS Early Childhood Data Connections K-12 Data Collection System (Program Specific) Evaluation instruments will be centered around the School Readiness Framework developed by a broad-based group of Kansas Early Childhood professionals. Current Framework will be updated and indicators and data elements established by the School Readiness Data Task Force.
