Texas has no property tax at the state level. Texas levies a sales and use tax of 6.25% on all retail sales, leases, and rentals of most goods, as well as taxable services. Texas’ top exports are petroleum products, computer and electronic products, chemicals, non-electrical machinery, and transportation equipment. Texas’ top export markets include Mexico, Canada, Brazil, China, and South Korea. Texas is a top-ranked destination for foreign direct investment (FDI). Texas ranks second nationally for the number of jobs at U.S. subsidiaries of global companies and the number of manufacturing industry jobs at U.S. subsidiaries, according to the Organization for International Investment. Texas retains an investment-ready portfolio of cutting edge companies, across a number of industries.

9 incentives PROGRAMBENEFIT State Agency coordination (Office of the Governor EDT) EDT will serve as a coordination conduit to State agencies, partners and resources. Texas Enterprise Fund (Office of the Governor EDT) The Texas Enterprise Fund (TEF) is the largest “deal-closing” fund of its kind in the nation. The fund is a cash grant used as a financial incentive tool for projects that offer significant projected job creation and capital investment where a single Texas site is competing with another viable out-of- state option. Governor’s University Research Initiative This past legislative session, lawmakers allocated $40 million for the Governor’s University Research Initiative for the strategic purpose of enhancing research programs at Texas public universities and attracting nationally-recognized researches and Nobel Laureates. Enterprise Zone Project (Office of the Governor EDT) Potential Sales and Use tax refund based on new and existing jobs associated with the qualified business site during designation period. Projects are awarded through competitive rounds. Product Development & Small Business Program (Office of the Governor EDB) A secured low-interest loan may be offered contingent on board(s) approval and final due- diligence/assessment. The rate is variable. (1)Real property. The maximum term of a loan to finance real property may not exceed 20 years. (2)Tangible personal property. The maximum terms of a loan to finance tangible personal property may not exceed 15 years. (3)Other loans. The maximum term of a loan shall have a maturity satisfactory to the board and any third-party guarantor or insurer. Events Trust Fund Texas’ event trust fund programs help its communities offset the costs of hosting sporting and non- athletic events. STATE INCENTIVES

Workforce Talent Pipeline Development (Texas Workforce Commission) The Texas Workforce Commission has committed resources for to ensure that the future workforce is developed for STEM occupations. Skills for Veterans (Texas Workforce Commission) Workforce training provided by a public community or technical college for newly hired veterans. Self-Sufficiency (Texas Workforce Commission)) Based on employee eligibility and workforce needs $2000. per qualified trainee. Pre-hire training for entry level workers. WORKFORCE INCENTIVES
