4 Washington’s Farewell President George Washington would serve two terms in office (8 years) -Washington’s Farewell Address (1796) will cover 4 main points: -Preservation of the Union -Danger of Factions -Religion and Morality -America’s role in the World (Foreign Policy)

5 Trouble in G.W.’s Presidency Alexander Hamilton –VS. James Madison and Thomas Jefferson

6 Debating Sides Hamilton favored British gov. and opposed the French Rev. Wanted a strong central gov. A U.S. in which trade, manufacturing, and cities grew. Jefferson and Madison feared that a strong gov. would lead to tyranny. Pictured a nation of planters and farmers

7 Political Party A group of people that tries to promote its ideas and influence gov.

11 Problems With France XYZ Affair –Charles Pickney, Elbridge Gerry, and John Marshall –France wanted $10 million in loans –$250,000 to French minister to talk w/U.S. reps U.S. Congress repealed all treaties w/France U.S. ships to seize French ships

12 Alien and Sedition Acts (1798) Increased the waiting period for becoming a U.S. citizen from 5 to 14 years. Gave the President power to arrest disloyal aliens Outlawed sedition (slander on U.S. gov.) –Limited Free Speech –Made it a crime to say or write anything false or insulting about the President, Congress, or the Government

13 States’ Rights Jefferson and Madison looked for a loophole States’ Rights: states had the right to judge when the federal gov. had passed an unconstitutional law.
