3 Barriers to CARE Enrollment Trust Customers question program legitimacy Customers are unsure of effect on immigration status Customers are unwilling to share documents during the Post- Enrollment Verification process Geography PG&E’s vast service area Rural customers’ homes are widely dispersed and harder to reach Language Extremely diverse population and a significant number of languages spoken throughout the service area CARE collateral is currently in 4 languages, with plans to add 3-4 additional languages (pending CPUC decision) 3
