ACCSYS Risk Management J. G. Weisend II Deputy Head of Accelerator Projects January 14, 2016

Introduction ESS has a Project Wide Risk Process and Procedure Process: ESS-0000263 4 Procedure: ESS-0020044 1 All risks are covered: technical, schedule, cost, safety environmental, goodwill via a typical risk matrix approach ACCSYS safety risks will soon be moved out of this register and into a dedicated safety register for better visibility Every risk should have an owner, evaluation, mitigation plan and a duration

Introduction ESS uses a single Project Wide Risk Register via the “Exonaut” software Exonaut is powerful and generally user friendly but does have some issues: Fairly course probability options Does not really allow recalculation of risk after mitigation Poor communications between users

Introduction ACCSYS is currently tracking 184 risks Most ACCSYS risks are long term and don’t expire prior to 2018 or later Almost all risk mitigations are underway We have however, been able to reduce or eliminate a number of risks based on experience since January of 2013.

Good News First: What are we less worried about since 2013 “Political & Financial Considerations overrule technical considerations for IKC agreements” – We have seen no instances of this problem. “Installation & commissioning is time consuming or results in defective components” was reduced from 65% to 35% probability due to the 9 month earlier access of the Front End Building At this point the availability of buildings and utilities should meet installation and commissioning needs “Decisions not made in time” – Risk retired due to project experience since 2013

Good News First: What are we less worried about since 2013 “Poor Communications with In-Kind Partners” To date very good communications have been developed with most IK partners. The communications with CEA and CNRS is particular have been extremely good. This requires a lot of effort by both ESS and the IK partners. This work needs to continue. This remains a high level risk to recognize the issue of solving the need for information transfer during series production of cavities and cryomodules Cost risks associated with ACCP and TICP no longer exist due to lower than budgeted costs (warning “law of averages”)

Current ACCSYS Risks See Exonaut or Excel Spreadsheet. 7

Summary ACCSYS tracks risks consistent with ESS policies Risks are generally long term Most risks have ongoing mitigation plans and others are being developed The risk register is reviewed at least monthly Ongoing work includes: Finishing mitigation plans Correcting risk owners and getting access for all Adding additional risks as identified 8
