2 Point One Over the years, significant problems have arisen in the coordination of planning for, design, construction, and operation and maintenance of flood risk management systems, both nonstructural and structural. – Among agencies (e.g Corps and FEMA) – Within professions (e.g. ASCE institutes, committees, etc.) – Within communities (e.g. planners vs emergency managers vs elected officials)

3 Point Two There is a divergence of focus between local and federal and state governments over land use regulation and occupation of lands whose use may increase risk to those on the lands and those responsible for the resultant consequences. – New construction benefits accrue at the local level – Liabilities accrue at state & federal level (Paterno vs CA) – Public opinion does not differentiate, all are blamed

4 Point Three Responsibility for risk communication is divided among all levels of government and within levels among many agencies. Often messaging is not coordinated and citizens become confused and ignore conflicting information. – Each agency has its own approach to definitions, mapping, messaging – No vehicles for federal coordination (Levee Report) – What is the official word (e.g. risk) for a given area

5 Point Four Is there a need for national flood risk management legislation to clearly define the roles of the federal, state, and local governments, and for improvements in interagency coordination? – Unified National Program (call for assembly) – Federal Interagency Floodplain Managements Task Force (FIFM-TF) (federal but not fed-state) Was communication better with the (old) U.S. Water Resources Council?
