ANALYSES OF THE PROBLEM Samoa is not an ILO member. However Samoa will become a member of the ILO very soon (June 2005). No training on ILS & ILO conventions, ratifications, recommendations & ILO supervisory mechanisms. No education programmes on the rights of workers Lack of knowledge with regards to the importance of being an ILO member.

LONG – TERM OBJECTIVES The goal & overalls aim of the project are as follows: At the end o f the 1 year period, 15 STUC leaders are well aware of ILO principles & Supervisory mechanisms. Social dialogue with the tripartite bodies(Government, employers, workers) to discuss their rights and obligations once Samoa is a member of the ILO, to ensure the retention of harmonious relationships between the three parties in which the country has been enjoyed for so many years. IMMEDIATE OBJECTIVES 15 STUC leaders are fully aware of their responsibilities in raising awareness of their members to respect and understand the fundamental principles of ILO once Samoa is becoming an ILO member

ACTIVITIES In order to eliminate the causes of the problems and to achieve the immediate objective, the following activity is being proposed: 1 week workshop ( full day for 15 STUC leaders) A Resource person from Actrav in Turino to conduct a comprehensive 1 week seminar on the application of ILS & ILO recommendations,representations & ILO supervisory mechanisms Brother Naidu to conduct 3 days workshop to further enhance the knowledge & skills of the selected target group for an effective utilization of the ILO fundamental principles.

BACKGROUND The recent realignment of the public sector Ministries, appears to be a positive move by the Public Sector, in realizing Government’s efforts towards the development of the private sector, as the engine of growth. However, it may not solve the problem of violations of workers rights at workplaces, especially the ones in the private sector. Unfortunately,trade unions cannot eliminate such violations due to the following factors\circumstances.
