5 Intellectuals transfer their loyalty from government to the people PRELIMINARY

6 FIRST STAGE Financial breakdown Protests against government increase dramatically

7 Moderates gain power relatively peacefully Revolutionary underground (radicals) foment revolution FIRST STAGE
