PPD Staff Meeting; 28 Sep 2010 2 Topics H&S (Martin G); SSC: OTL (Stephen H); Claims (Fred W) Update on STFC and PPD issues (Norman McC): –Arrivals and departures; –STFC developments in last 6 months; –Update on funding and “re-prioritisation” and impact on PPD; –CSR2010 Aim to leave adequate time for discussion and Q+A, immediately after my talk. As last time (March), I fear I have to concentrate on things other than science, but let’s not forget....

PPD Staff Meeting; 28 Sep 2010 7 Arrivals + Departures From March 2010 meeting: –During calendar 2008 the “head count” was 20 departures and 7 arrivals. –During calendar 2009: 10 departures and 14 arrivals. –Since start of 2010: Jennifer Telling has left, and we’ve learned that Alan Doo will be moving (within STFC), and Cathryn Laue will stop working for us when the FNAL liaison office closes. –And we welcome David Petyt (1-year appointment) on CMS, based at CERN. –..and, not a departure, but rather “end of an era”: Mary Elizabeth will return from CERN this August, after running the UKLO for 27 years! Update today: –Alan Doo has moved (to Chilbolton), but Ian Loader has joined us (from TD); –James Jackson has joined CMS (1-year appointment); –Michaela Ritchie has moved (“secondment”) to Retained Finance and Martin Bly has moved to E-Science; –New YINI: Lukasz Kaczor (replacing Neil Wilkins) –PROFESSOR Rob Edgecock is about to start a 50% appointment at University of Huddersfield.

PPD Staff Meeting; 28 Sep 2010 8 STFC over last 6 months (1) There is really a continuing (and mostly rather gloomy – at least for us!) “thread” almost since the formation of STFC: –CSR2007- Delivery Plan 2007 – PPGP Grants round – “re- prioritisation” – Drayson Review –.... –.... New government – recruitment freeze – CSR 2010. I mentioned in March that STFC had just launched a ‘Resource and Productivity’ audit to prepare for doing “more with less”, eg 2.5% p.a efficiency savings. This was led by Keith Williams, and completed some level of fact gathering across the organisation. One of the new government’s first actions was to impose a recruitment “freeze” across the whole public sector. This is still in place: any recruitment has to be justified to BIS. This affects STFC and PPD – external recruitment has gone from exceptionally difficult to ~impossible, and this is having consequences.

PPD Staff Meeting; 28 Sep 2010 9 STFC over last 6 months (2) STFC Gateway Centres: original plan (Delivery Plan 2007) “on hold”. Only “space” (ISIC) seems to be going forward now. There has also been a major re-organisation of this part (innovation, campuses, external business) of STFC, with the key Directors (Tim Bestwick, Barbara Ghinelli) reporting directly to the CEO. I hope that the considerable amount of work done by some PPD staff in this general area (eg Detector System Centre) is still useful......and we have to find a way to keep detector R&D viable in UK for the UK PP programme. CSR2010: see later.

10 PPD funding situation ‘today’ Bullet points from my March 2010 talk: –As I indicated in October, PPD faces a funding shortfall of ~15 fte wef April 2010. This includes the cuts from the initial PPGP award (after “re-arrangement” of effort mentioned above) plus the “stopped projects” from the re-prioritisation, but not the additional ~15% PPGP cut that kicks in from October 2010. (~3fte) –We must also expect that we will not get everything requested in future PPRP bids, eg LHC upgrades. –On the ‘plus’ side, we have not yet deployed (in the planning spreadsheet) all our funding (eg CMS upgrade), and we will get something from AIDA (EU/FP7) and we may get something from the ERC bids. –Help via Detector Centre?? See Mike T’s talk. –In addition, SPO is exploring possibilities of UK effort carrying out work for CERN, eg in computing. –However, it is clear that we (PPD and STFC) face an exceptionally difficult situation. –And there is understandable concern about the next CSR. Since then, we have had some success in getting new funding, so that the unfunded fte rate is ~14, including the effect of the re- prioritisation. Of course this is still a serious situation, and we have to account clearly for this unfunded effort. (See Stephen’s talk on OTL.) 10 PPD Staff Meeting; 28 Sep 2010

11 PPD funding situation ‘today’ (2) We (PPD) have of course continued to talk to STFC senior management about this. A quite detailed document was sent to W+W in April, which was acknowledged, but no substantive discussion yet. We have managed to get (funded) extensions agreed for fixed- term appointments. Note that PPD is by no means the only department with a significant problem in terms of staff in unfunded posts, but the STFC management is waiting for the CSR outcome before taking further steps. (Hence, for example, minimising longer-term commitments and grants.) Which brings us to.... PPD Staff Meeting; 28 Sep 2010 11

12 CSR 2010 As you surely know, the possible impact of the upcoming CSR (covering 2011/12 to 2014/15) overshadows much of the UK public sector, including HEIs and RCs. I cannot say much beyond what is in the public domain and what’s been said at Staff Fora (Wade, Womerlsey), and indeed I don’t know a whole lot more anyway... In the present climate, “flat cash” (over 4 years) would be a great settlement. (Note that this is what government calls “-10%”, because of assumed indexation). However, I think Wade et al expect rather worse than this, and a likely harder cut on “capital” also affects STFC significantly. But the “mood music” is volatile, and we won’t KNOW STFC’s settlement until ~the end of calendar 2010. So STFC (and the other RCs) has to have its Delivery Plan ~ready to be published as soon as it knows its allocation officially. The only thing we do know for certain is that “administration” must be cut by 33% over the next ~4 years! (Admin total in STFC is ~£20M pa) 12 PPD Staff Meeting; 28 Sep 2010

13 My own position... As you know, I planned originally to step down as PPD Director in June 2010. It wasn’t feasible to organise my successor on that timescale, so I agreed to continue to the end of calendar 2010.... However, organising my successor on that revised timescale does not look realistic either. (This is, basically, a consequence of the uncertainty surrounding the CSR outcome.) So, I will continue for a bit, but I remain fixed to the idea that my successor should lead PPD through into the next grant round. (first quarter 2012) In addition, I have agreed to let my name go forward as a candidate to be Deputy Chair (calendar 2011) and then Chair (2012 and 2013) of the ATLAS Collaboration Board. This an elected post and there is absolutely no guarantee I will be elected, but it is a possibility. 13 PPD Staff Meeting; 28 Sep 2010
