Boost in funding by almost 50% in moving from FP5 to FP6; Eligibility for researchers will depend upon the years of experience and not the age; Opening of positions for researchers outside Europe for many types of fellowship; New mechanisms for return and professional reintegration (anti “brain drain”); Harmonisation of conditions for fellowships.

Early-stage Researchers –at the beginning of their career; –< 4 years of active research experience (e.g. researchers undertaking a doctoral degree); Experienced Researchers –at least 4 years of active research experience; –or, have obtained a doctoral degree; –In some actions, researchers with >10 years experience will be ineligible;

10 Maud Penella Slide 10NCP meeting - 8 April 2003 Criteria for Nationality and Transnational Mobility Must not a national of the state in which they will be appointed and carry out their research; Must not have been resident or worked/studied in that state for >12 months out of the last 3 years; Criteria applied at time of application (individual actions), or time of appointment (host actions). Exceptions: –EU researchers active outside EU for >4 of last 5 years. –Return and Reintegration Mechanisms. –Multiple nationalities (if not resided in the last 5 years) –International Organisations

11 Maud Penella Slide 11NCP meeting - 8 April 2003 Host Driven Actions Host organisation/network applies for a number of fellows/researchers Host’s proposal is evaluated Selected host/network advertises positions and selects researchers Contract duration with host is usually 4 years Researchers appointed for up to 3 years (depending on the Action) Individual Driven Actions Researcher applies jointly with host organisation Joint proposal is evaluated Host organisation appoints the researcher Research appointed for up to 2 years (depending on the Action) Fellows withdrawing cannot be replaced Host and Individual Driven Actions

13 Maud Penella Slide 13NCP meeting - 8 April 2003 Aim: Trans-national networks with common research project as a vehicle to provide training and transfer of knowledge. Researchers: Early stage and experienced (up to 10 years) Hosts: Teams from at least 3 MS or AS (at least 2 MS or CC). Funding: (Min of 65% of funding on researchers’ costs) Researcher – living, mobility, career exploratory allowances Host – funding for researcher networking, general organisation and management of the project, audit and management costs (7%), overheads (10%), some equipment costs Duration: Fellowships from 3 months - 3 years; 4 year network Research Training Networks

14 Maud Penella Slide 14NCP meeting - 8 April 2003 Aim: Acquisition of scientific and technical competencies and other complementary skills, inc. research management, ethics Researchers: Early stage researchers (typically during PhD) Hosts: Single or Multi-partner (min 3 teams in 3 countries) Funding: Researcher – living, mobility, career exploratory allowance Host – Funding for researcher networking, general organisation and management of the project (€250/month), audit and management costs (3%), overheads (10%) Duration: 3 months to 3 years, possibility to gain PhD Host Fellowships for Early Stage Research Training

15 Maud Penella Slide 15NCP meeting - 8 April 2003 Aim: To support conferences, training courses, summer schools, laboratory courses, workshops, virtual events etc. Funding: Series of conferences: Researchers – travel and subsistence, fees for attendance Hosts – organisational expenses, management activities (7%), equipment where necessary Large conferences: Researchers – Subsistence costs and attendance fees Hosts - Management activities (3%) Duration: Few days up to several weeks for large conferences while the series of events should take place over 4 years Conference and Training Courses

17 Maud Penella Slide 17NCP meeting - 8 April 2003 Aim: To promote exchange between academia and industry and help develop competencies in less favoured regions of the EU Researchers: Experienced researchers (>4 years or PhD) Funding: Development Scheme: At least two teams - Seconded Staff : living, mobility allowances and travel costs, host receives management costs (3%), overheads (10%) and training costs (€800/month max) Hosted researchers : living, mobility, career exploration allowances and travel costs, project expenses €1200/month max) Industry-Academic Strategic Partnership Scheme: At least two teams - salary costs, management costs (€800/month max) Duration: Appointments of up to 2 years Host Fellowships for the Transfer of Knowledge

Costs for training and for research costs (managed by host) €750/fellow/month (€500 for non- lab based) Hosts: Management costs (3%), Overheads (10%) Duration: Researcher appointed for 12-24 months Intra-European Fellowships
