3  Education VS Training  In the Chinese context, the collocation is generally Academic Education and In- service Training.  The vocational feature of the police work and the interwoven nature of education and training often blur their differences, resulting in the juxtaposition of education and training. Introduction

4 IIn China, police education and training establishments are either engaged with in-service training or both in-service training and academic education, with the former type gaining momentum.

5 AAs a university under the dual leadership of the Ministry of Public Security and the Ministry of Education, CPPSU turns out hundreds of thousands of police cadets, senior police officers and other specialized talents for China’s police forces.

CPPSU’s Academic Education In September 1993, CPPSU was granted the right to award master’s degree in Procedural Law, initiating the graduate program in police institutions of higher learning in China; In September 2003, CPPSU was granted the right to award doctor’s degree, the only PhD program in China’s police universities;

7  In September 2007, CPPSU set up its center for postdoctoral studies in the Level I academic discipline of law, making a major breakthrough in police education and training;  In March 2011, Police Science and Police Technology were classified as Level I academic disciplines under Law and Engineering respectively in The Degree Confer and Talent Training Catalogue (2011), and Master of Policing was listed in The Specialized Degree Confer and Talent Training Catalogue; I. 8 I. CPPSU’s Academic Education In March 2011, CPPSU was granted the right to award doctor’s degree in the Level I academic discipline of law, marking a significant academic advancement of the subject of law.

9  Another breakthrough of CPPSU’s academic education lies in the enrollment of candidates.  In September 2008, CPPSU enrolled 280 two-year program students and 240 second degree students from discharged/would-be discharged soldiers and college graduates. I. CPPSU’s Academic Education

10 I. CPPSU’s Academic Education  The university teachers and instructors give added weight to drill and practice to ensure the combination of classroom teaching with tactical training, realizing the integral and circular flow of teaching- learning-practicing-drilling.

11  In 2001, the Ministry of Public Security promulgated The Training Ordinance for the Public Safety Police Types of Training  Initial position training  Specialized training  Promotion training. II. CPPSU’s In-service Training

12 II. CPPSU’s In-service Training  The Ministry of Public Security is in charge of the training of nationwide public safety police,  The training is compulsory,  Public safety agencies at all levels must ensure that every individual officer must receive periodic training.

CPPSU’s In-service Training  Training for officers who are to be promoted as police chiefs or equivalents in the police departments above county level  Training for officers who are to deepen post- specific operational and tactical expertise and the like  Training for officers who are to rise from Supervisor Class III to Commissioner Class I in police rank The Tasks of CPPSU

CPPSU’s Academic Education and Training Features CCPPSU optimizes its education and training programs geared to frontline police work to maximize training efficiency and effectiveness. CCPPSU becomes a police institution of higher learning with many aspects to be proud of: the longest history, the largest number of students and trainees, the widest coverage of academic disciplines, and the variety of its training programs.

23  The Combination of Teaching & Research 4 CPPSU has effectively combined research on important police subjects with the training of personnel with a high level of specialized knowledge and professional skills. CPPSU gives added weight to scientific research and try to make the university a platform of police research.

24 The Combination of On-the-spot Investigation & Think Tank 5 CPPSU encourages students and teaching staff to conduct on- the-spot investigation under the support of frontline police agencies, especially during the Winter and the Summer Holidays. The dedicated investigation and research reports are well geared to key issues of modern policing. CPPSU seeks to be a think tank for actual police work as well as police education and training.
