3 ADARE Project 3 Welfare Reform and the Economic Downturn: Three Metropolitan Areas Three areas  Atlanta (Fulton County)  Baltimore City (county unit)  Kansas City (Jackson County)

4 ADARE Project 4 Unemployment rate shows economic downturn starting in about 2000.

5 ADARE Project 5 Welfare entry declines with welfare reform. Low levels of entry remain after economic downturn.

6 ADARE Project 6 Welfare exit rate increases with welfare reform. High exit rates remain after economic downturn.

7 ADARE Project 7 Employment for welfare exiters declines with downturn but remains above pre-reform levels

8 ADARE Project 8 Conclusion Welfare reform outcomes remain encouraging in face of economic downturn. When data are released by states, current analyses will be extended to  Chicago (Cook County)  Fort Lauderdale (Broward County)  Houston (Harris County)
