Current situation Andhra Pradesh state has about 40 rivers
Together th surface water resources of 78.5 BMC (2780 TMC) Three major rivers Godavari, Krishna and Pennar are interstate rivers In the context of de-merger only two rivers, Godavari and Krishna will come into picture Two rivers together 64.8 BCM ( 2290 TMC ) which is 82% of the total surface water resources of AP Godavari and Krishna rivers also shared with other states such as Karnataka, Maharashtra, MP, Chhattisgarh and Orissa In the context of sharing the surface river water of Krishna and Godavari there are established norms and there are allocations to each of these states where river has catchment area Biksham Gujja

Utilising 29.4 BCM (1030 TMC) Excess utilising (230 TMC) or 28% This excess water utilisation is from the Surplus water flows available, since AP is a downstream state Nine major irrigation projects assuming there will be “surplus flows” In addition, there are three more projects which are based on assured water allocated to Andhra Pradesh at 75% dependability formula. Utilising 19.8 BCM (about 680 TMC) About 18.4 BCM (650 TMC) has been “allocated” for on going projects Only 3.9 BMC (138 TMC) is reported to be the balance Some experts point that there is about 31 BCM (1100 TMC) of water is available in addition This will put the total available water at 51 BCM (allocated is only 41.9 BCM) So additional 350 TMC more than what has been allocated may have to be bargained from upstream states since it is not going to be utilised by them Biksham Gujja

De-merger will raise the following questions/issues
What would be the share of Telangana within the allocated water to Andhra Pradesh? What is the current utilisation of water within Telangana region out of the BCM. What happens to the projects which have been contemplated based on the surplus flows, which do not have water allocations within the Bachawat award? What would be share of the Surplus water to Telangana? What would be quota of Telangana, if and when the Godavari water is diverted to Krishna (either after Polavaram or through any other means). The projects which are under construction in Telangana with allocated water What would be the Governing structure of the common water infrastructure such as Nagarjuna Sagar, Srishailam etc. Biksham Gujja

Process Politicians from Telangana and Andhra region need to stop un-necessarily provoking statements on water issue There will be issues, but they are not that complicated that a mutually acceptable solution is not possible to find An urgent need to establish a expert committee at national level consisting very eminent people Committee may come out with frame work for implementing their recommendations with proper institutional mechanism It would be mistake to think that these issues or not resolvable… Biksham Gujja

Managing water from annual cycle to multiyear approach Water productivity as measurement Building large infrastructure to designing smart structures Getting away from area of irrigation, TMC of water to productivity per-unit of water. Providing multi crop opportunities Paddy is not a future crop, it should be grown with less water Biksham Gujja
