Why is CBRN Defense Different
Post-Gulf War analysis demonstrated excessive duplication of effort among the Services in development and acquisition of NBC defense equipment, resulting in operational inefficiencies

Public Law 103-160 (NDA Act for Fiscal Year 1994*)
“The Secretary of Defense shall Assign responsibility for overall coordination and integration of the chemical and biological warfare defense program and the chemical and biological medical defense program to a single office within the Secretary of Defense Exercise oversight over the chemical and biological defense program through the Defense Acquisition Board process ” “The Secretary of Defense shall designate the Army as executive agent for the Department of Defense to coordinate and integrate research, development, test, and evaluation, and acquisition requirements of the military departments for chemical and biological warfare defense programs of the Department of Defense.” *This section of PL is now 50 USC 1522

Public Law 103-160 (NDA Act for Fiscal Year 1994)
“The budget for the Department of Defense for each fiscal year after fiscal year 1994 shall reflect a coordinated and integrated chemical and biological defense program for the military departments.” “Funding requests for the program shall be set forth in the budget with a single program element for each of the categories of research, development, test, and evaluation, acquisition, and military construction Funding requests for the program may not be included in the budget accounts of the military departments.”

Framework Look at proven National Standards as baseline:
Any equipment in the Chem, Bio, Radiological, Nuclear (CBRN) Defense area Applies to all DOD- military and workers DHS will set the standards… NSERP is not a testing program- validation of performance to stated concept of operations/ operating environment
