Gaps, Limitations and Other Issues Lack / scarcity of national resources for RDE on CC Extension and service at local level is not in place due to limited financial support R&D funding is mainly from government R&D topics are dominated by government, not driven by users Improve the availability of human and material resources for RDE in CC Technicians cannot get timely training; their knowledge cannot meet the needs for agricultural development Extensive migration of rural labor (250M people, 80% at age 20-50), difficult to access advanced technologies Lack of Incentives for the implementation of Environmental Adaptation and Mitigation strategies No specific institutional platforms/arrangements for adaptation and mitigation in agricultural sector Symposium/Workshop on Planning a Collaborative Research, Development and Extension Program on Climate Change among APEC Member Economies
