Mississippi River & New Orleans As number of westerners grew, so did their influence… use of river was vital for transport of goods though the port of New Orleans. – Port originally French… turned over to Spanish after the French and Indian War… given back to French leader (Napoleon) in secret treaty – Napoleon planned to colonize American territory, bringing America close to war

4. U.S. Expands In 1802, Spain had closed New Orleans to American shipping. Angry westerners called for war. Jefferson offers to buy the city. French offer all Louisiana Territory instead! Factors possibly influencing Napoleon’s offer: – He was scared by American determination to keep the port – After revolt in the French colony of Haiti, he was less excited to have another colony to deal with. – The recent war with Britain had been costly. Wanted money more than land.

5. Decisions Jefferson thrilled BUT Constitution does not mention president’s right to buy land… this was troubling (he was a strict interpreter). But he also wanted people to have room to farm. April 30, 1803 – Louisiana Purchase approved for $15 million (only 3 cents an acre). – America’s size doubles!
