School Responses to Accountability and Improvement  Low performing schools lack ‘internal accountability;’ they lack coherence surrounding expectations for student learning as well as the means to influence the instructional process (Elmore, n.d.).  One problem with accountability is that the messages given to schools is – get better. Schools are not told HOW to get better (Elmore, n.d.).  The problem with most incentive structures is not getting people to do the right thing. It’s getting people to know the right thing to do (Schelling, n.d.).
