So Why Interlock All DWI Offenders? Even Low-BAC First Offenders? 1.Interlocks are the most effective DWI sanction. 99.993% of Interlocked Days are No-DWI days* 2.Interlocks are the most cost-effective sanction. The cost is $2.50/day, paid by the offender. 3.They are perceived as fair by 85% of offenders 4.50-90% less recidivism than license revocation 5.They supply 24/7 supervised probation. 6.Most DWI Fatalities are caused by First Offenders Roth 9/12/13Santa Fe DWI Planning Council * While 48,274 NM offenders were interlocked for 23,204,035 days, they had 1538 DWI arrests. That’s 1 re-arrest per 15,000 days.

Recommended Goals 1.Get Interlocks installed ASAP after arrest. (No prerequisites) 2.Get all offenders to install. (No Loopholes) 3.Keep interlocks installed until there is evidence of changed behavior. 4.Triage up in sanctions for the non-compliant 5.Provide indigent fund with objective standards Roth 9/12/13Santa Fe DWI Planning Council

Legislation To Achieve Goals 1.License Revocation on Arrest. 2.An interlock license that allows revoked offenders to drive interlocked vehicles. 3.On conviction mandate interlock installation as a condition of probation. 1yr for 1 st, 2yr for 2 nd …etc 4.Monthly Fee (~$80) for supervised probation of those who claim “no car” or “not driving”. 5.Extend license revocation until >=1 year with no recorded BAC above 0.04.
